  • Minimum of 8 years of people management experience.
  • Minimum of 6 Years of Agile experience.
  • Minimum of 3 years of Agile coaching experience.
  • Recognized certifications in a development methodology that aligns with the contractor's proposed Agile approach (e.g., Project Management Institute-Agile Certified Practitioner (PMI-ACP), PMI Agile Certification, Scrum Master, Scaled Agile Framework (SAFe) Practitioner, etc.)
  • Demonstrated experience performing or managing Agile software development within the Government environment.
  • Expertise in implementing of all DM&E activities, including helping the team adopt and maintain best practices for Agile development
  • Provide continuous improvement of Agile processes, coaching and mentoring of individual scrum teams, and facilitate coordination between teams as well as the sharing of process improvements across the entire program
  • Extensive experience in managing Agile program metrics and SLAs and Agile program management tools including Atlassian Jira and Confluence.
  • Demonstrated experience in managing multiple and parallel Agile Release Trains and associated dependencies and risks.
  • Extensive experience consulting with stakeholders about the desired functionality of applications and ensuring systems meet enterprise technical and business objectives.
  • Demonstrated experience leading application development teams on projects of similar scope and size reflected in the PWS.

Coaches may be required to work at any level of the organization, ranging from individual development teams, to programs, portfolios, divisions, and executive leadership; to help the agency to establish the appropriate processes for managing a portfolio of work in an agile way to drive strategic change across the organization
