N-3 Technologies, Inc. is seeking an Applications Programmer for its direct government client. This position is a two-year contract and has an anticipated start date of October 1, 2021. Experience in Healthcare and/or government Health Exchanges is strongly preferred. The Maryland Health Benefit Exchange (MHBE), an independent unit of state government, provides accessible, affordable health coverage to Marylanders. MHBE is responsible for the administration of Maryland Health Connection (MHC), the state’s health insurance marketplace. Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP). Education:Bachelors’ Degree in Engineering, Information Systems, or technical disciplineMasters’ Degree strongly preferred Minimum requirements:

  • A minimum of four (4) years of experience in developing enterprise grade large iOS and/or Android applications with experience in deploying and managing mobile applications on the App Store and/or Google Play Store.
  • A minimum of three (3) years of experience in React Native Platform.
  • A minimum of two (2) experience in developing mobile applications that integrate with n-tier architectures (UI, Business Logic Layer and Data Access Layer).
  • Working knowledge of Swift/Objective C (iOS) and Android native programming
  • A minimum of two (2) years of experience in iOS (Swift / Objective C) or Android programming
  • Proven experience in mobile apps development for various form factors such as Mobile / Tablet.
  • Proven experience in developing and working with complex XML and JSON data models.
  • Proven strong analytical and debugging skills.
  • Ability to work collaboratively with various technical teams, business users, managers, and other non-technical staff.
  • Working knowledge of build and deployment processes and tools such as MS App Center, Maven and Jenkins.
  • Experience in developing complex mobile applications and services for the health insurance marketplace, healthcare or health and human services industry.
  • Experience in developing services and mobile applications related to integrated eligibility systems.
  • Working knowledge of organizational change management principles, methodologies, and tools.
  • Familiarity with various traditional and innovative project management approaches, tools, and phases of the project lifecycle.
  • Experience with Agile software development practices.
  • Experience with managing multiple project priorities under tight deadlines.
  • Experience working with the Project Management Office (PMO) processes, policies, and procedures.
Responsibilities:
  • Design, develop, maintain, and support mobile applications on React Native platform.
  • Analyze and document mobile applications built on Native iOS / Android and convert them to React Native apps.
  • Implement user interfaces on React Native conforming to interface designs provided by UX team.
  • Integrate React Native apps with complex back-end systems using REST API.
  • Interface with business and IT teams to understand and translate business
  • requirements into formal technical requirements and application code.
  • Develop and execute quality unit test and integration plans/scripts to validate that application changes meet technical specifications.
  • Assist in integration testing and work with business teams to complete acceptance testing.
  • Participate in technical reviews during various stages of software and application development.
  • Deploy and maintain the mobile applications on the App Store and/or the Google Play Store as needed.
  • Adhere to all security, change control and MHBE Project Management Office (PMO) policies, processes, and methodologies.
  • Note: The candidate must have the flexibility to work overtime as needed, including weekends, holidays, and off-hours.
