AECOM is seeking a Budget Manager for our Baltimore, MD office to support B&P Tunnel Replacement (BPTR) Program, among other project opportunities available at AECOM.AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building.  The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.The ideal candidate will have extensive experience in large-scale rail, transit, transportation, or heavy civil infrastructure programs executing budget management activities in coordination with the Program Controls Lead, the Program Planning Manager, designers, project engineers, construction oversight management team, and finance team.The responsibilities for this position include but are not limited to:Manage and oversee overall program budgets, accruals, actual costs, forecasts, and cost contingency.Collects and report out on budgets, Commitments, actuals, incurred, contingency, and forecast costs.Work with project management to complete projects within the allocated budget.Identify cost-saving opportunities and mitigate financial risks in coordination with the risk management team.Maintain the cost control system and ensure cost management procedures remain current, consistently applied, and followed.Analyze cost data to identify trends and discrepancies.Collect cost impacts for potential changes and implement changes upon approval.Manage contractor invoice reviews to confirm compliance with contractual financial requirements.Oversee the cost management team to ensure alignment and support is being provided across the program appropriately and effectively.Develop, maintain, and improve cost management processes, procedures, guidelines, and templates.Maintain Project Management Information System (PMIS) Cost Control Module.Oversee coordination with the Commercial team to maintain alignment between the PMIS Cost Controls and Contracts modules.Work with Schedule group to develop and maintain Time-Phases forecasts in alignment with the Master Program Schedule and Contractor cost-loaded schedules.Support the Change Management process by collecting cost impacts for potential changes.Manage the monthly reporting process by leading Cost Reporting at the Program-level including developing and presenting variance analysis.Work closely with Client Finance GroupParticipate in project meetings and communicate budget issues, trends, and risks to management.Collaborate with project controls, finance, and accounting teams to support forecasting, accruals, and budget reconciliation activities.
