Job Description

Strategic leader of designated programs that plans for and makes decisions within the framework of organizational mission, values and goals. Communicates vision to motivate team to meet desired organizational and program outcomes. Ensures compliance in the areas of finance, personnel and program services.

1.Oversees workforce and career services and related programs within designated service area

2.Develops and implements effective, integrated management systems and organizational structures which support the administration of program services. Serve as liaison between corporate and local resources. Provide recommendations on the development and revision of program policies and guidelines.

3.Reviews and analyzes monthly financial and statistical reports to assess the budget status of programs. Develops, allocates and manages resources to maximize program effectiveness. Finds creative ways to accomplish program goals with fiscal restraint.

4.Monitors effectiveness of operations through review of work products, expenditure reports and onsite program documentation. Makes necessary adjustments which may include staff changes or office relocation/closing.

5.Conducts periodic reviews of programs for progress and adherence to compliance. Recommends and implements improvements.

6.Works in collaboration with Development team on strategic growth opportunities including assessing community needs and assisting in planning for grant proposals. Fosters a good working relationship with funders/partners.

7.Serves as the liaison between the organization and strategic partners as well as the community. Serves as chief spokesperson, advocate, and community resource. Supports social media communication.

8.Utilizes data from work products, expenditure reports and other program information to communicate outcomes to a variety of audiences.

9.Represents Telamon at community meetings, on boards and advisory councils.Develops collaborative relationships with community partners to enhance delivery of comprehensive services.

10.Hears and resolves community complaints about the program in accordance with agency procedures.

11.Creates, files and maintains required reports and documentation. Composes and proofreads correspondence and reports.

12.Ensures the documentation and implementation of safety policy and procedures throughout the program in accordance with program and corporate policies/procedures.

13.Coordinates and participates in planning meetings including strategic planning and community assessment.

14.Collaborates with team to develop and ensures timely submission of annual grant plans and budgets.Develops budgets and presents them to management.

15.Reviews agreements or contracts for the purchasing of goods and services to assure that bids are solicited in accordance with state and federal regulations.

16.Attends conferences and other events.

17.Perform all other duties as assigned by supervisor.

This position directly supervises others. This may include participation in the recruitment/selection process for new hires, employee training, onboarding, conducting performance coaching/evaluation, compensation administration, delegation of duties and conflict resolution. Promotes an environment of teamwork and cooperation and is accessible to employees.

Qualifications

Education and Experience Requirements:

A Bachelor's Degree in business or the social sciences is required.

Minimum of five years of management experience.

Three years supervisory experience required.

Experience in fiscal management required.

Experience providing adult education or training preferred.

Must have own transportation, a valid driver’s license, and vehicle insurance.

Skills and Abilities:

Microsoft Office products and on-line client management systems

Bilingual ability may be preferred.

Ability to interpret complex policies and regulations.

Ability to exercise tact and discretion in all employee and customer interactions.

Ability to determine and prioritize demanding workload while being flexible to emergent/unplanned needs and situations.

Ability to work independently and maintain professional boundaries and confidentiality.

Additional Information

This job is a mixture of desk work, standing for long periods of time, and visits in the community.

Driving/sitting for prolong periods of time.

Occasional exposure to adverse weather conditions.

Occasional exposure to dust and dirt.

Sitting, walking, stooping, squatting, lifting (up to 30 lbs), carrying, pushing and climbing.

Keyboarding and data entry, use of telephone.

Extensive travel, including overnight stays.
