Duties and Responsibilities
  • Create a Work Plan that identifies the steps to be taken to develop and issue the new EBT solicitation, assist in the evaluation and award of a new contract, and transition to the new contract. The Work Plan shall be inclusive of timelines with target dates, and milestones, including but not limited to, DHS and FNS review periods leading up to the EBT vendor transition/conversion. A draft Work Plan shall be submitted within 15 days of the start of the TO Agreement. A final Work Plan, incorporating any changes requested by DHS, shall be submitted to the DHS TO Manager within the time frame required by the DHS TO Manager.
  • Execute, adhere to, and provide the services set forth in the Work Plan for the development and management and oversight of the EBT solicitation. Changes to the scope must receive prior approval from DHS, and the Master Contractor shall make any updates to maintain a current version of the Work Plan.
  • Meet with DHS EBT program office staff for a kick-off meeting within thirty (30) days following execution of the TO Agreement.
  • Conduct conference calls with EBT program office staff at least monthly and at the discretion of the Department and create any documentation for all meetings, including agendas and meeting notes.
  • Develop ideas and strategies to be incorporated into the EBT RFP.
  • Support the development and drafting the new EBT RFP, which must be approved by FNS and the Department.
  • Work with the Department’s procurement officer and in-house staff during the procurement process, including the facilitation of meetings, responding to questions and providing subject matter expertise and technical assistance as needed.
  • Provide technical assistance as needed during the successful implementation and rollout of a new EBT system and implementation of the new EBT contract.
  • Assist with the transition from the old contract to the new contract. Transition activities will include, but may not be limited to, assisting the Department with transition/conversion activities to mitigate risk; resolving issues; meeting any federal requirements.
  • Be available to serve as an expert witness, if required, regarding the RFP solicitation process, evaluation of proposals and recommendation for award.
  • Adhere to all USDA/FNS regulations, policies, guidance, procedures, standards, requirements and provisions of the Agricultural Act of 2014, with regard to the EBT portion of the RFP.
  • Adhere to all Quest® operating rules applicable to SNAP.
  • Assist the Department in the development of ideas and strategies to be incorporated into the Department’s Advanced Planning Document (APD) for EBT.
  • Draft the APD, which must approved by the USDA/FNS, and include all necessary requirements in accordance with guidance found in FNS Handbook 901, as applicable for SNAP EBT.
  • Participate on calls with USDA/FNS concerning the RFP and any APDs.
  • Assist the Department with the review and implementation of any USDA/FNS recommendations and changes.
  • Provide all services agreed upon and within the time frames indicated in the approved Work Plan.
  • Respond to DHS’ questions and requests within the time frame noted in the request.
  • Provide all deliverables and reports within the time frames indicated in the Work Plan and as requested by DHS.
  • Skills/Experience Required

    Education: Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business Management or other related discipline.A Master’s degree or project management certification is preferred.

    General Experience:
    • At least five (5) years of experience in project management
    • A minimum of three (3) years of experience creating, collaborating, editing, and reviewing documents for Information Technology programs
    • A minimum of five (5) years of experience in preparing and editing technical proposals and/or procurement or financial solicitations
    • Experience managing the IT Project Lifecyle from Initiation through Close-Out
    • Experience gathering business, technical and functional IT requirements

    Specialized Experience:
    • A comprehensive knowledge of Federal SNAP EBT and TANF regulations, and related policy, guidance, and provisions of the Agricultural Act of 2014 as applicable to the SNAP
    • A comprehensive knowledge of Quest® operating rules applicable to SNAP EBT

    Preferred Experience: - Prior experience drafting a scope of work for EBT systems and inclusion of the necessary and applicable state statutory and regulatory requirements
