Our client is charged to be the repository of Business Charter documents for state of Maryland. These documents were created and filed manually for years, until our client created an electronic database to record, store, and support Maryland Business Charter Filings. This system was converted to an IBM Mainframe in the late 1990's. Our client still uses this custom mainframe application (Maryland Business Express System) to record, process, manage and support Maryland Business Charter Filings. The Technical Mainframe Subject Matter Expert must possess the ability to learn, explore, document and support SDAT's Mainframe Conversion solicitation and procurement process. The resource should be able to read and understand COBOL code, JCLs, Copybooks, and other mainframe technologies, examine existing code and transactions, document processes, and respond to questions, concerns, and requests once the solicitation has been awarded. In addition, the resource will support existing processes. Duties/Responsibilities 1. Design, develop and maintain Mainframe COBOL & JCL to meet support and/or project requirements. 2. Interface with business and IT teams to understand business requirements and translate business requirements into formal technical requirements and application code. 3. Work with IT support teams to ensure support and project requirements are developed and successfully implemented. 4. Develop and execute unit test and integration plans/scripts to validate that application changes meet technical specifications. 5. Work with business team to complete acceptance testing and participate in integration testing. 6. Provide Solution Delivery Methodology artifacts associated with application components. 7. Participate in technical reviews at appropriate stages of development. 8. Build batch files as required. 9. Support the required testing. Qualifications Education and Years of Experience: 1. Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business, or other related discipline.2. Master's degree or project management certification is preferred. Experience 1.Proven experience on IBM Mainframe z/OS2. Experience in IBM and third-party Mainframe Utilities a. File-aid b. QMF c. TSO3. Experience with DB2 v.11, CICS, JCL, VSAM4. Experience extracting data from DB2 tables5. Experience transferring files from/to mainframe utilizing file transfer tools (E.g., sFTP/FTPS)6. Experience in writing flat files for data transfers to mainframes7. Must have excellent verbal and written communication skills8. Experience Developing and testing batch file processing systems Required and Desired Skills/Certifications: Additional Requirements: Specialized Experience 1. At least five (5) years of experience as a Mainframe SMEPreferred Experience 1. Experience with public accounting applications - e.g. RSTARS2. Experience with mainframe ad-hoc reporting tools - e.g. FOCUSMin Citizenship Status Required: Authorized to work in the U.S.Physical Requirements: No Physical requirement needed for this position. Location: Onsite on Baltimore, MD.
