Description Job Summary: The Payroll Supervisor/Manager is responsible for managing all aspects of the payroll function, with a specific focus on certified payroll. This role ensures accurate and timely processing of payroll, compliance with government regulations, and maintenance of payroll records. The Payroll Manager will oversee payroll staff, implement best practices, and improve payroll processes to support the company’s financial and operational goals.Key Responsibilities:

Payroll Processing:

Oversee and manage the end-to-end payroll process for all employees, including weekly, bi-weekly, and monthly payroll cycles.

Ensure accurate and timely processing of certified payroll in compliance with federal, state, and local regulations.

Manage payroll-related tasks such as deductions, benefits, garnishments, taxes, and direct deposits.

Compliance & Reporting:

Ensure compliance with all relevant labor laws, including the Davis-Bacon Act and other prevailing wage laws.

Prepare and submit certified payroll reports to relevant authorities.

Maintain and audit payroll records for accuracy and compliance with government regulations and company policies.

Systems & Processes:

Implement and maintain payroll systems and software to improve efficiency and accuracy.

Develop, document, and enforce payroll policies and procedures.

Identify and implement process improvements to enhance the payroll function.

Team Leadership:

Supervise, train, and mentor payroll staff to ensure high performance and professional development.

Conduct performance evaluations and provide feedback to payroll team members.

Foster a collaborative and positive work environment within the payroll department.

Collaboration & Communication:

Collaborate with HR, finance, and project management teams to ensure accurate and timely payroll processing.

Communicate effectively with employees regarding payroll-related inquiries and issues.

Provide payroll reports and analysis to senior management as needed.

Requirements

Qualifications:

Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (or equivalent experience).

Minimum of 5 years of payroll experience, with at least 1 year in a managerial or team lead role.

Strong knowledge of certified payroll requirements and prevailing wage laws in the construction industry.

Proficiency in payroll software and systems (Vista Viewpoint highly preferred).

Excellent analytical, organizational, and problem-solving skills.

Strong attention to detail and ability to maintain confidentiality.

Effective communication and interpersonal skills.

Certified Payroll Professional (CPP) designation preferred.
