OverviewAIR is seeking a confident, self-motivated, and creative Policy Analyst to join our Health Payment Innovation, Transformation, and Supports Program Area with inourHealth (https://www.air.org/our-work/health) division.The candidate should have a strong working knowledge of the requirements and operations of current health care policy priorities, including the Affordable Care Act (ACA), value-based care models, and health care quality initiatives. Ideally, the candidate will have experience with the Medicare Access and CHIP Reauthorization Act (MACRA) and the Quality Payment Program (QPP). The policy analyst will lead tasks related to AIR Health’s work with the Centers for Medicare & Medicaid Services (CMS). In addition, the candidate will be expected to participate in business development opportunities at the federal and state levels and mentor more junior policy analysts.Candidates hired for the position may work remotely within the United States (U.S.) or from one of ourU.S. office locations. Serve as Task Lead or activity lead; manage tasks or activities, including associated teams and budgets (in collaboration with a Project Manager or Project Director).
Review and interpret regulatory and sub-regulatory guidance. May include, interpreting policy and regulation to develop monitoring measures and audit protocols, including turning CMS Model Participation Agreement requirements into actionable measures.
Interpret quantitative measure outputs considering policy context and regulatory requirements.
Lead audit or monitoring activities, including document review, walkthrough with Model participants, and collation of results.
Develop education materials that clearly explain policy requirements to various stakeholders.
Leverage policy knowledge to provide input into program operations.
Collaborate with a team of policy analysts and technical assistance support staff to accomplish client-facing project/task milestones on time and within budget and represent the project team at stakeholder and client meetings.
Develop project work plans and manage the execution of these work plans, including communicating technical and budget risks to project leadership.
Coordinate with programmer staff to implement claims-based and other measures.
Mentor and train junior analysts and technical assistance support staff to develop their subject matter expertise and skills in policy analysis, interpretation, and implementation.
Manage and contribute to the development and writing of technical reports, dashboards and/or public-facing content, tailored to the client and customer needs.
Develop and conduct presentations to government clients.
Clearly communicate with clients, contractor staff, and other stakeholder orally and in writing and represent AIR in a professional manner.
Collaborate with other CMS contractors and CMS staff to obtain necessary data to answer policy questions and/or investigate outlier results.
Proactively identify ideas for innovation and strategies to implement innovations.
Participate in business development activities, including writing technical responses and supporting federal and state capture planning activities.
Work with Project Director to prepare abstracts for research conferences.
QualificationsEducation, Knowledge, and Experience:
Master’s Degree in healthcare administration, health policy, public policy, public health, or a related field, with at least 4 years of full-time related consulting or policy-oriented professional experience or a Ph.D. degree with 0-3 years of related experience.
Extensive familiarity with CMS, the ACA, and Medicare-specific value-based care policy and programs.
Experience with Medicare payment policy and Medicare program structure and operations.
Experience with managing the development and implementation of operational processes and standard operating procedures to support CMS.
Experience managing client relationships and managing projects.
Experience collaborating with and mentoring a team of policy analysts and technical assistance support staff.
Experience effectively managing competing priorities under tight deadlines.
Experience with consulting or working with client-based projects.
Experience working on multiple projects/tasks simultaneously.
Experience interpreting policy for various stakeholders and producing clear, succinct, and actionable content to support policy implementation.
Experience in rule writing, producing comments, or responding to comments is preferred but not required.
Familiarity with MACRA and the QPP is preferred but not required.

Ability to analyze and synthesize findings to develop valuable insights and strategic recommendations for the client.
Excellent people skills with a customer service oriented approach, and a focus on building relationships with the client, project team, and other contractors.
Ability to work independently as well as with a team in a fast-paced environment. Includes the ability to be flexible to meet project priorities.
Ability to think creatively and work on teams to develop innovative ideas for new and existing clients.
Ability to apply project management principles to assist the team through each phase of the project.

This position offers an anticipated annual salary of $90,000 - $115,000. Salary offers are made based on internal equity within the institution and external equity with competitive markets.
