Product Owner Location: Baltimore MD - Remote Prefer local (need to go pick up laptop and access card) 70-75 w2, with no benefits State of MD (remote but prefer local) The product owner, working in a newly established program office that supports and manages a growing portfolio of technology products, collaborates and delivers products by bringing together diverse stakeholders and design tools. The product owner brings creativity, technical expertise, and an understanding of the mission focus for the products they manage to innovate, evolve, and transform technologies used by the Maryland Department of Health and the people it serves. In addition, the product owner leads a broad team of technical resources to deliver capabilities in an agile development environment. The product owner serves as the voice of the customer to guide day-to-day work, focusing on achievement of defined outcomes. This individual is committed to helping the organization deliver high quality technology products. MDH will designate products to be supported, and the product owner will plan and organize delivery and product management activities. Specific Duties and Responsibilities: ? Asks the right questions to identify and solve problems and ensures the final product meets the customer's need, delivers outstanding value, and delights users. ? Facilitates trade-off decisions, when needed, by balancing business needs, customer experience, and technical feasibility. ? Works with stakeholders to create, maintain, and prioritize product and iteration backlogs for maximum efficiency. ? Motivates stakeholders and maintains an intense focus on delivering positive outcomes. ? Enables continuous improvement to maximize the benefit of the customer and stakeholder input by synthesizing and integrating feedback into the product roadmap. ? Facilitates meetings for such things as team cadence, cross platform coordination, discovery, framing, and stakeholder governance. ? Supports the team by working toward the removal of obstacles and distractions. ? Develop performance and quality measures for product management activities and provide tracking and periodic reporting on these measures. ? Engage in procurement and contract administration activities as required to ensure the Department obtains the resources required to fulfill program requirements and objectives. ? Engages productively and effectively with stakeholders at all levels of the organization. ? Develops written and oral correspondence of outstanding quality. ? Identifies, tracks, manages, and reduces the impact of risks and issues. ? Manages vendor relationships to ensure high levels of quality. ? Meets legal, regulatory, and policy mandates. ? Performs other duties as assigned. Qualifications: ? Bachelor's Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Public Health, or other related discipline. Master's degree and/or project management certification is preferred. An additional two years of specialized experience may be substituted for the required education. ? At least five (5) years of experience in product management managing major ($1M or more) products in a high-technology development environment with cross-functional teams. ? At least two (2) years specialized experience managing products in a healthcare environment. ? Must demonstrate at least three examples of leading product discovery, backlog management, and end-user testing for government or healthcare. ? Experience participating in the development and testing of applications on Amazon Web Services (AWS), Microsoft Azure, Force.com, and/or Google Cloud Platforms. ? Experience with agile tools such as Jira. ? Experience managing vendors and service providers. ? Experience working with and managing onsite and remote teams. ? Agile certifications PMI-ACP, CSPO, SAFe SA, or SAFe APM strongly preferred. ? Demonstrates excellent written and verbal communications skills. Demonstrates capacity to engage effectively with stakeholders and all levels.
