BryeTech is looking for a Program Analyst II will be supporting a DoD client with a variety of needs including acquisition, program management, technology assessment, demonstration support, and testing and evaluation.The candidate shall clearly communicate, orally and in writing, among a variety of audiences.The candidate shall use Microsoft Office suite of software; Outlook, PowerPoint, Excel, and Word.The candidate shall be conversant with the acquisition processes and policies outlined in the DoDI 5000.02 and relate them to product development, production, and sustainment.The candidate shall support the development and execution of Adaptive Acquisition Framework acquisition related tasksThe candidate shall be able to apply DoD acquisition and life cycle management policies, procedures, and practices.The candidate shall write, review, and staff action papers, studies, policies, and acquisition documents.The candidate shall independently manage, synchronize, and track multiple, complex, and cross-functional actions.The candidate shall assist the team lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures, and guidelines.The candidate shall support programs, projects, or tasks which involve tracking risk and provide constant status or process oversight.The candidate shall leverage existing relationships, and develop new contacts with Government and military policy makers and shapers.The candidate shall maintain insight to program execution and milestones, as well as their strategic impacts.The candidate shall use affordability, technology maturity, and responsiveness when assisting in the formulation of broad, time-phased operational goals and initial capabilities.The candidate shall assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals.The candidate shall facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs.The candidate shall review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision Levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions.  Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users’ requirement.The candidate shall review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions.The candidate shall assist in identifying, assessing, developing, and mitigating program risk.The candidate shall work at a senior Level: to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers.The candidate shall draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes.  When applicable, documents shall be prepared in accordance with DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones.The candidate shall brief leadership on the status of program reviews and recurring reports.The candidate shall maintain a list of required documents for assigned programs with corresponding projected need dates.The candidate shall lead an IPT and/or participate and provide input to program functional IPTs, IPRs, milestone decisions, and program updates.The candidate shall coordinate internal and external workshops, meetings, and reviews for relevant stakeholders, ensure that locations, phone, and video teleconference lines are booked for use; schedule speakers; develop and provide meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and track action items.  The contractor shall support each event in person and/or via teleconference, video teleconference, and web conference.  In addition, for each meeting conducted, the contractor shall develop meeting minutes and/or an executive summary.The candidate shall review and provide input to acquisition documentation in support of program milestone decisions and IPRs.The candidate shall provide input to support annual, monthly, and weekly recurring reports.The candidate shall brief leadership on the status of program reviews and recurring reports.The candidate shall provide program status updates at regular senior staff meetings.The candidate shall communicate programmatic issues, concerns, and information.The candidate shall assist to develop and update top-level: briefings for public presentation to be utilized at various conferences and events.The candidate shall track the status of action items, meeting minutes, program milestones, and monthly reports.The candidate shall assist in determining assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines.The candidate shall ensure that product teams are aware of deadlines, assignments, and objectives.The candidate shall assist in maintaining program management tools and processes.The candidate shall obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form. The candidate shall assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations.The candidate shall monitor/protect acquisition-sensitive materiel.The candidate shall meet assigned deadlines.The candidate shall provide program Information and with development of strategy, plans, such as Cost Estimates, Acquisition Strategies, User Agreements and Acquisition PlansThe candidate  shall track, coordinate, and develop responses to taskers received by the program team and respond to inquiries and tasks assigned by the PM.The candidate shall post and maintain electronic program files in appropriate SharePoint locations, migrating shared files, and archiving data as necessary.The candidate shall monitor, manage, and maintain budget execution for supported programs, as directed.The candidate shall attend meetings or discussions either in person, via telecon, or using MS Teams if on-site gatherings and/or travel are restricted
