Description Job Description:Leidos is seeking a Program Manager (PM) to plan, organize, secure, coordinate, and manage resources to initiate and successfully deliver the requirements of a large government contract. This position will be based out of the Washington DC Metropolitan Area within 2 hours of IRS locations in Washington, DC or Lanham, MD.The PM will provide technical advice and input that impact strategic client outputs and Leidos business results and affect functional strategy by developing new solutions and processes that will position Leidos competitively in the marketplace. The PM will lead large, complex projects, and lead and manage a professional staff. The PM will also serve as the Leidos single point-of-contact with the program office for management and technical matters and contract-level issues. The PM must effectively negotiate differences that may exist between Leidos, our partners, and the customer to bring together a cohesive enterprise services organization. The PM will be responsible for calculating program profit and loss, managing cost, scheduling, ensuring quality, and mitigating risk to meet contract requirements.In supporting this opportunity, the successful PM will have demonstrated technical and management skills in overseeing and delivering task orders related to a portfolio of complex projects involving the following competencies:Project Management Principles and Practice
CMMI, ITIL, and Agile processes
Engineering knowledge and skills
Enterprise architecture experience, enterprise products and tools evaluation
Standard operating procedures and process utilization
Ability to develop emerging technologies and apply them to business problems: e.g. artificial Intelligence/machine learning, multi-cloud—AWS/Azure Cloud implementation Standards, strategies, and cloud-deployed Enterprise applications, data science, digital assets/crypto currencies, robotics process automation
Primary Responsibilities:Support leadership of overall IRS integration of modernization strategy as a subject matter expert
Implement portfolio rationalization through elimination of old technology
Improve upon existing solutions, programs and processes using significant conceptualizing, reasoning, and interpretation in researching and approving new innovations, technologies, and tools
Lead creation and maintenance of architectures, roadmaps, and plans
Assist translation of the future/ideal state business vision into needed IT capabilities and services
Support the analysis of COTS/GOTS product alternatives for feasibility and to establish viable alternatives for requested solutions
Share Knowledgebase Management (KBM) responsibility for organizing, maintaining, and publishing content
Direct project planning, systems engineering development and implementation according to cost, schedule, and scope requirements
Apply expert domain knowledge, professional principles, and theories to develop advanced concepts, techniques, solutions, and standards
Expertly manage cross-functional teams responsible for delivering high-quality program capabilities on time and within budget, including subcontractors
Oversee performance to specified contract SLAs and direct changes to meet the SLAs as needed
Bring proven new ideas and best practices that will enhance performance
Required QualificationsBachelor's Degree with 15+ years of experience in information technology, computer science, information systems or related field and experience in enterprise architecture, engineering, and standards
Organizing, directing, and managing contract operation support functions involving multiple, complex, and interrelated project tasks
Development of a strategic vision for a complex organization, balancing modernization needs with critical daily operations and maintenance requirements
Demonstrated effective communication skills at senior levels within corporate and customer organizations
Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans
Collaboration with technical staff and customers in forming strategies to improve performance, reliability, and cost effectiveness
Managing enterprise architecture tools to replace aging repositories and tools while implementing an integrated strategic portfolio management solution to significantly improve portfolio-based planning, management, and analytics
Experience in the practice of Agile methodology
U.S. Citizenship or is a lawful permanent resident having been granted the right to live in the United States indefinitely.
Proximity to work primarily onsite with the customer at the New Carrollton Federal Building, secondarily at Leidos HQ in Reston and remotely within one to two hours driving distance of the customer
Ability to be cleared by the US Government via a Minimum Background Investigation (MBI)
Desired QualificationsProject Management Professional (PMP) certification from the Project Management Institute (PMI)
Experience and/or certification in Agile methodology
Pay Range:Pay Range $113,100.00 - $174,000.00 - $234,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
