Randstad Federal is seeking a Program Manager in support of a program at NOAA.

The ideal candidate will serve as the primary interface between government customers and ERT contracted personnel and is experienced in scientific research, algorithm development, mathematical/statistical analysis, and scientific programming.

Someone who specializes in R&D environments and managing such projects that are focused toward weather/climate.

responsibilities:

Requirements

10+ years of related experience:

  • Experience in contract and scientific project life-cycles, administration at the program level, and managing a staff of at least 25 people working at multiple sites and on multiple projects
  • In-depth understanding and experiences of the federal acquisition processes and security clearance requirements
  • Experience in scientific research, algorithm development, mathematical/statistical analysis, and scientific programming
  • Knowledge and 5-plus year experience in budgeting, expenses approval and tracking, reports and forecast, in scientific management and R&D environment
  • Experience in a research/development operational environment with progressively increasing responsibility
  • Working experience in administration, recruiting, subcontracting, scientific proposals, performance supervision, consultation and reviews
  • Demonstrated capability in leading contracted employees to ensure compliance with federal and corporate established rules, regulations and policies concerning safety and security.
Desired

  • Project Management Profession (PMP) certification
  • Thorough understanding of the mission of CPC, familiarity with its role in NOAA and a demonstrated track record of management within NCEP, NWS, NOAA, NASA, or a similar federal agency
  • Proven record of improving operational efficiencies through innovation for an organization similar to CPC

Education

MS or PhD in atmospheric science, oceanography, other geophysical or related sciences or equivalent.

Location

The position is located at the National Center for Weather and Climate Prediction (NCWCP) in College Park, MD. Some work may be performed remotely, but the ability to commute to the NCWCP facility on a regular basis is required.
