- TS/SCI
- MS / MA in Computer Science, Information Systems, Engineering, Business, Program Management, or other related disciplines.
- Project Management Professional Certification.
- Microsoft 365 Certified: Fundamentals
- Atlassian Certified Expert
- Relevant experience can be substituted for education.
- Microsoft Office Specialist: Expert (Office 365 and Office 2019).
- SharePoint Certification level (Expert).
- Demonstrated experience with Confluence.
- Jira Certification: Managing Jira Projects.
- 6 - 8 years similar experience
- The contractor shall support complex projects from design and development through acquisition culminating in acceptance by the customer.
- The contractor shall interpret formal requirements to plan and execute the project plan, project lifecycle deployment.
- The contractor shall define resources and generate schedules for projects.
- The contractor shall demonstrate strong organizational, presentation, budgeting, scheduling, and customer service skills.
- The contractor shall possess the experience in managing cross functional and matrixed project teams. Contractor shall ensure projects are successfully planned, priced, studied, formulated, launched, and delivered.
- The contractor shall support complex acquisitions from stakeholders who require comprehensive acquisition support.
- Acquisition support shall start with customer identified requirement culminating in the arrival of systems, capabilities, or services for the end user.
- Project management plans, schedules, and briefing data.
- Assist in monitoring program goals, objectives, and plans.
- Assist in application of sound business principles and performance metrics.
- Assist in drafting reports and other artifacts to address the comprehensive range of program level requirements.
- Assist in the logistics management of delivery and inventorying of equipment.
- Assist in site surveys and provide escort duties when supporting a project.
- Capture of technical information from the project teams and synthesize into useful information in various formats for senior management and other WHCA components.
- Provide effective project communication at all levels of the Government.
- Ensure project documentation and information displayed on dashboards is maintained daily and up-to-date with accurate project information.
- Coordinate with the Government to plan, conduct, and document a variety of program, technical and management reviews, such as: requirements reviews, design reviews, test readiness reviews, Preliminary and Critical Decision Reviews, Program / Project Management reviews.
- Coordinate with Government Program Managers to identify meeting schedules which best meet the Government needs.
- Perform requirements verification to evaluate the system or its components to determine if the acquisition of products technically satisfy defined requirements.
- Initiate, complete, and provide DoD acquisition documentation to agency contracting division.
- Account, verify, and document the receipt of procured products.
- Identify, quantify, and document risks and their ability to affect the quality, timeliness, and cost of project services and deliverables.
- Develop, document, and communicate to the Government risk avoidance and mitigation plans.
- Integrate major systems management processes (e.g., procurement planning, solicitation planning, solicitation development, contract administration, and contract closeout) with overall project plan.
- Develop solutions and processes to ensure timely, accurate, and effective collection, formatting, dissemination, storage, and disposition of project information.
- Possess cross functional leadership skills.
- Possess the ability to act with minimal supervision.
- Generate, maintain, and provide the Government with technical and project documentation.
- Contractor shall support the agency in defining program enhancements; defining and managing user roles and responsibilities; change management; and risk recognition and mitigation.
- Formulate business strategies and objectives to meet the Governments mission, short-, mid-, and long-term planning goals as well as optimize processes to achieve the Governments mission more effectively.
- Provide technology recommendations to facilitate the ability to achieve business objectives.
- Analyze project, and program level past, current, and planned financial and staffing data.
- Assist Government Program Manager (PM) with the generation of documentation to support mission requirements.
- Support Government activities with the meeting preparation, facilitation, and conducting briefings.
- Develop an Independent Government Cost Estimate (IGCE) for each project and present to the Government for approval. IGCE generation will use the DISA IGCE Desk book for templates and reference materials. The IGCE shall reference Government wide accounting systems (GWACS) and commercial databases as to where to garner cost and price per items or services.
