N-3 Technologies, Inc. is seeking a Project Manager for its direct government client. This position is a two-year contract and has an anticipated start date of October 1, 2021. Experience in Healthcare and/or government Health Exchanges is strongly preferred. The candidate will be expected to provide project management services in the areas of requirements analysis, design, development, testing, migration, implementation, delivery and support of mission critical software, hardware, cloud, mobile, Robotic Process Automation (RPA) and Artificial Intelligence base Bot-solutions for the Maryland Health Benefit Exchange systems. The Maryland Health Benefit Exchange (MHBE), an independent unit of state government, provides accessible, affordable health coverage to Marylanders. MHBE is responsible for the administration of Maryland Health Connection (MHC), the state’s health insurance marketplace. Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost sharing reductions (CSR) and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP). Qualification Requirements:Bachelors’ Degree in Computer Engineering, Information Technology, Mathematics, Business, or related technical disciplineMasters’ Degree is strongly preferredProject Management Professional (PMP) certification.Project Management Professional SAFe Agilist or related certification.IT Infrastructure Library (ITIL) certification

  • A minimum of ten (10) years of hands-on project management experience in the development, enhancement, implementation, and support of complex enterprise technology solutions across disparate platforms in the health insurance marketplace, health and human services or healthcare domains.
  • A minimum of five (5) years of hands-on project management experience in migrating/integrating large scale enterprise cloud solutions such as the AWS, Azure, or Google Cloud.
  • A minimum of five (5) years of experience as a Project Manager on projects utilizing Agile methodologies, or SAFe framework.
  • A minimum of two (2) years of experience managing development, enhancement and/or implementation of large-scale mobile solutions.
  • A minimum of two (2) years of experience in managing large scale complex application enhancements, cloud migration/integration initiatives.
  • Possess strong project management skills and the ability to multitask, work independently and meet deadlines.
  • Demonstrated ability to manage multi-disciplinary technical and non-technical teams supporting large enterprise IT systems.
  • Demonstrated expertise in analyzing business processes, converting healthcare marketplace requirements into technical solutions, coordinating application development, testing, and implementation.
  • Hands-on experience in utilizing project management tools such as MS Project, VersionOne, JIRA or equivalent.
  • Experience with implementing Robotic Process Automation (RPA) technologies to automate core business functions.
  • Experience with implementing Artificial Intelligence (AI) based customer-centric solutions.
  • Experience with coordinating organizations obtain or maintain Capability Maturity Model Integration (CMMI) certification.
  • Experience with quality assurance and quality control functions of large-scale Human Services or Health Care Systems.
  • Experience working with Project Management Office (PMO) processes, policies, and procedures.
Responsibilities:
  • Provide project leadership in the requirements analysis, design, development, testing, implementation, migration, delivery and support of mission critical software, hardware, and Cloud solutions for the Health Benefit Exchange (HBX) application.
  • Provide project leadership on managing and delivering large scale application enhancements, cloud migration/integration, mobile development, Robotic Process Automation (RPA) and Artificial Intelligence based solutions initiatives involving multi-disciplinary teams with external and internal stakeholders.
  • Liaise with internal and external stakeholders to provide timely status updates and risks/issues associated with the project execution.
  • Effectively apply industry standard project management methodologies and enforce best practices to initiate, plan, execute, monitor, and control project activities.
  • Plan, coordinate, conduct and lead analysis of client business processes.
  • Manage project scope, lead requirements elicitation, coordinate technical development and deliver software solutions with high quality standards.
  • Track the progress of projects and provide project health reports to the PMO, senior management and project oversight committees.
  • Effectively direct, manage and control all project activities and deliverables, through all phases of the project lifecycle.
  • Note: The candidate must have the flexibility to work overtime as needed, including weekends, holidays, and off-hours.
