PURPOSE:CareFirst is undertaking a digital transformation which requires enterprise agility paired with the retooling of our technology stack to speed delivery and expand our reach. The Digital Delivery organization is leading this charge by advancing our Scaled Agile Framework (SAFe) ® ways of working across the organization. To drive this transformation, the Release Train Engineer is a key role within the Continuous Delivery Enablement, Lean Agile Center of Expertise (LACE) team that will support a release train within a Value Stream or Enablers and Platforms, providing coaching to teams, and helping to drive the maturity of our organization as we advance our best practices of Agile at scale.

ESSENTIAL FUNCTIONS:
  • Facilitates PI Planning Readiness and executes the PI Planning event, working in conjunction with Product Managers, System Architects, Solution Managers, Value Stream Leaders, Stakeholders as well as DevSecOps, Quality Engineering and the Platform Teams. Executes the Pre- and Post-PI planning events.
  • Facilitates the development of PI Objectives and publishes for visibility and transparency; works with Product Managers, System Architects, Solution Managers, Value Stream Leaders and Stakeholders to ensure alignment to Value Stream OKRs and Program Increment execution.
  • Manages and optimizes the flow of value through the Agile Release Train (ART), facilitating ART level events and helping to manage risks and dependencies, escalating impediments as needed.
  • Provides coaching to teams and programs on all aspects of Lean Agile. Works with the teams to mature their agile mindset, practices, ceremonies, and coaches the key roles to achieve business results.
  • Helps teams and ARTs improve predictability, productivity, quality, and flow. Supports and guides efforts to bring transparency across the organization and to stakeholders.
  • Drives the journey towards high performing teams and ARTs by creating psychological safety and trust to enable self managed teams within the ART, transparency, team empowerment and continuous learning. Helps to drive relentless improvement within the ART and the Value Stream. Facilitates Inspect and Adapt events and facilitates system demos.
  • Onboards new teams onto the ART and serves as a mentor to guide individuals in the Train to a clearer understanding of the processes and approaches implemented by the ART.
  • Acts as a Servant Leader, providing the support for teams to become high performing and self-managed, encouraging collaboration between teams and architects.
  • Remains current with industry trends to identify characteristics of high performing teams/organizations and to help improve business agility within the Value Stream.
  • Works closely with LACE to ensure adherence to guardrails.

SUPERVISORY RESPONSIBILITY:Leads a team utilizing a matrix management system.

QUALIFICATIONS:

Education Level: Bachelor's Degree in Business Administration or related field OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Experience: 10 years or equivalent in the use of Lean, Agile methodologies. Proven success leading large-scale Agile transformation.

Preferred Qualifications:
  • At least 4 years experience as a Release Train Engineer.
  • Experience in onboarding new Agile Release Trains and Teams.
  • SAFe® Release Train Engineer Certification.
  • Experience leading large Scaled Agile Program Increment Planning Events.
  • Experience coaching leaders, teams, and Scrum Masters in Lean-Agile practices and mindsets.
  • Experience using Jira Align and Jira.
  • Master’s degree in business, IT or other related field.
  • Additional Scaled Agile Framework certifications including:
    • SAFe® Lean Portfolio Management
    • SAFe® Agilist
    • SAFe® Product Owner/Product Manager
    • SAFe® Scrum Master
    • SAFe® DevOps Practitioner

Knowledge, Skills and Abilities (KSAs)
  • Expert knowledge of Lean, Agile principles and practices.
  • Expert knowledge of lean/agile theory, different methodologies like SAFe, Scrum, Kanban, XP, DevOps; practices, ceremonies, etc.
  • Knowledge of Product management, DevOps, Test automation, and other supporting functions required for delivering business value like infrastructure, InfoSec, Architecture etc.
  • Proficient in Microsoft Office programs and industry standard Agile tools.
  • Ability to organize data and generate comprehensive reports.
  • Ability to recognize, analyze, and solve a variety of problems.
  • Excellent communication skills both written and verbal.
  • Self-starter with an ability to prioritize work while meeting multiple deadlines.
  • Ability to drive change at all levels, manage conflicts constructively.

  • Certified Scrum Product Owner® (CSPO) Upon Hire Required
  • Certified Scrum Master (CSP) Upon Hire Required
  • Certified SAFe® Program Consultant Upon Hire Preferred
  • PMI Agile Certified Practitioner (PMI-ACP)® Upon Hire Preferred
  • IC Agile ICP-ACC Upon Hire Preferred
  • Certified Scrum Professional Upon Hire Preferred
