Background:Client leads the State’s COVID-19 Vaccination Program. These goals include,
  • Ensuring all Marylanders have timely access to COVID-19 vaccines,
  • Development and implementation of strategies to protect against and reduce the spread of COVID-19 in Maryland,
  • Detecting and analyzing COVID-19 and variant outbreaks,
  • Collecting, managing, and analyzing data to provide timely information to stakeholders,
  • Improving customer experiences to public services related to the Vaccination Program, and,
  • Other strategies that may, from time to time, be identified as necessary to meet the rapidly evolving needs of the Vaccination Program.
The senior project manager supports a newly established program office, supporting and governing the development and maintenance of products and services in response to the COVID-19 health crisis, collectively referred to here as workstreams. The project manager develops governance models including collaboration with an executive steering committee, the program office, and collaboration with business stakeholders to manage a large, distributed, and complex development, implementation, and maintenance of workstreams, coordinating across approximately client. Deliverables the project manager produces and manages include, by way of example but not limited to, such things as product transition schedules, budgets and spend plans, and burndown charts. This position will report directly to the DoIT Delivery Program Management Office.Our successful candidate is a highly skilled professional with a start-up mentality, capable of succeeding in a volatile and evolving environment. Client will designate workstreams to be supported by the program, and the program manager will plan, organize, and lead project delivery and product management activities.

Duties/Responsibilities:The Project Manager is assigned the management of a specific project and the work performed under assigned Task Orders. Performs day-to-day management of the project, identifies issues and risks and recommends possible issue and risk mitigation strategies associated with the project. Acts as a facilitator between a State agency and IT contractor. Is responsible for ensuring that work performed under TOs is within scope, consistent with requirements, and delivered on time and on budget. Identifies critical paths, tasks, dates, testing, and acceptance criteria. Provides solutions to improve efficiency (e.g., reduce costs while maintaining or improving performance levels). Monitors issues and provides resolutions for up-to-date status reports. Demonstrates excellent writing and oral communications skills.
  • Ensure the development and coordination of stakeholders across functions, products, and workstreams.
  • Develop scope statements and manage scope to align work efforts to organizational goals and objectives.
  • Develop product transition and rollout schedules and manage work activities to ensure conformity to the schedule.
  • Develop performance and quality measures for product management activities and provide tracking and periodic reporting on these measures.
  • Lead teams of technical resources in the delivery of high-quality IT solutions that meet business needs.
  • Produce stakeholder registers and responsibility assignment matrices as required to ensure a shared understanding.
  • Motivates stakeholders and forges consensus around program goals and objectives
  • Develop and manage budgets and resourcing plans, and track performance against these budgets and resourcing plans.
  • Engage in procurement and contract administration activities as required to ensure the Department obtains the resources required to fulfill program requirements and objectives.
  • Develops and implements communication strategies to improve transparency and promote awareness of program areas and issues.
  • Engages productively and effectively with stakeholders at all levels of the organization.
  • Develops written and oral correspondence of outstanding quality.
  • Integrates change management and change control practices into the program as required.
  • Identifies, tracks, manages, and reduces the impact of risks and issues.
  • Manages vendor relationships to ensure high levels of quality.
  • Meets legal, regulatory, and policy mandates.
  • Performs other duties as assigned.
Skills/Experience Required

Education:
  • Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Public Health, or other related discipline. Master’s degree and/or project management certification is preferred.
  • PMP certification
  • PMI-ACP, CSM or equivalent certification.

General Experience:
  • At least twelve (12) years of experience in program or project management.
  • At least eight (8) years of experience in supervision or oversight of IT related programs or projects.
  • A proven track record of successfully implementing projects using Agile methodologies including at least five (5) years of experience as a project manager managing major ($1M or more) projects in a high-technology development environment with cross-functional teams.
  • At least five (5) years of experience managing not less than three (3) projects in a healthcare environment.
  • Experience participating in the development and testing of applications on Amazon Web Services (AWS), Microsoft Azure, Force.com, and/or Google Cloud Platforms.
  • Experience in running large, complicated IT application designs, developments, and implementations.
  • Experience with agile tools such as Jira.
  • Experience in work planning, monitoring, and reporting.
  • Experience managing requirements processes including conducting interviews and documenting technical requirements.
  • Experience managing design activities including design sessions and defining future state processes.
  • Experience managing vendors and service providers.
  • Experience working with and managing onsite and remote teams.
  • Experience with industry-standard System Development Life Cycle methodologies.
  • Prior experience with SCRUM/Agile methodologies with enterprise-level application development projects.
  • Demonstrates excellent written and verbal communications skills.
  • Demonstrates capacity to engage effectively with stakeholders and all levels.

Specialized Experience:At least five (5) years of experience in managing IT related projects and must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget.
