Sr. Project Manager Location

On-Site – Crownsville, MDDuration24 months from the NTP date, with - 02, one-year renewal options exercisable at the discretion of the State. Description/Role The Sr. PM will play the lead role in planning, executing, monitoring, controlling, and closing the project. The Sr. PM is accountable for the entire project scope and all phases of the project life cycle, the project resources, the project budget, implementation and the success or failure of the project.The specific duties include but are not limited to the following:1.Planning and Strategya) Identify potential project risks and their implication to the organization/project and recommend mitigating measures/strategies to manage any risks b) Propose a pragmatic solution that accounts for all regulatory, organizations, and audit requirements. c) Plan, manage, and supervise installation of IT infrastructure d) Ensure adherence of all deliverables to appropriate standards and quality levels e) Develop a detailed backout/recovery plan f) Ensure Compliance to identified (software, hardware, audit) g) Track the licensing and support for all hardware and software h) Perform financial management related activities including the development of fiscal year budgets and detailed monthly spend plans; track and report monthly costs against the developed plans; provide respective financial reports and forecasts/projections; Review invoices and provide recommendations/input to agency representatives. i) Serve as the POC for vendors, logistics, internal staff j) Scheduling dry runs and verification tests prior to production release

2. Create detailed project plan and deliverables: a) Identify/document tasks and activities for all teams/members b) Timeline c) Resource plan d) Budget e) Identify and track the critical path of tasks and activities within the project f) Implementation tasks/checklist

3. Identify and coordinate engagement of all internal and external groups, including but not limited to: a) Internal Resources b) Contractors c) Management d) Work with Technical Services team, management, engineer, security, and architect and validate all technical requirements are met e) Enterprise Project Management Office and Oversight Project Managers

4. Oversee Project Communications a) Provide timely updates and status reports b) Oversee development of project deliverables c) Conduct scheduled meetings with: Internal project team(s) Stakeholders Contractors d) Schedule Quality Assurance (QA) verification

5. Resource Management a) Ensure resources meet the requirements on time b) Assign and schedule resourcesSkills/Experience Required• At least five (5) years of experience in project management.• At least eight (8) years of IT and business experience in strategic planning, development, implementation, and maintenance of systems, preferably across multiple hardware and software platforms.• Project management experience and experience supervising technical staff. • Demonstrated success managing multi-million-dollar SaaS / COTS IT implementation projects. • Good working knowledge required of the PMBOK and/or State IT project management guidelines and procedures. • At least three years of experience supervising a highly skilled information technology team. • Experience managing a team of highly skilled IT professionals in an applications environment. • Demonstrated strong project management skills, including project and resource planning, activity sequencing, risk assessments, communication planning, and status reporting. • Experience leading projects of moderate complexity. • Experience in developing, maintaining, and implementing complex business applications that use relational database management systems and integrate with other external systems. • Excellent written and oral communication skills at all organizational levels. • Well organized and the ability to organize others to accomplish goals within prescribed timeframes. • Strong interpersonal skills. • Demonstrated ability to build relationships between business units to support a singular mission.• Knowledge of commercially available database systems. • Experience with the entire systems development life cycle including programming, systems analysis • and design, business process analysis, implementation, and support. • Experience with contractor and contract management.
