Duties/Responsibilities:Implements established policies, system monitors and controls to ensure the successful managementand reporting of all initiatives in the Program.Oversees, supervises, and leads the program to oversee the impacts and interdependencies betweenprograms and works to ensure initiatives meet the client goals and objectives of the executiveleadership team.Provides both verbal and written communications regarding project status, risks, and issues, andmakes recommendations on project decisions to the client Assistant State Superintendent for theDEC and the Chief Information Officer (CIO).Leads multiple workstreams generated by a team(s) of project managers working on related projectswith a high-level of functional integration.Manages and recommends approval/denial of the contractor’s requests, changes to project scope,project schedule, and project costs.Oversees allocation of resources within the program(s) to meet work fluctuations, budget and timeconstraints in the delivery process.Serves as subject matter expert, providing technical and analytical guidance to the program, projectmanagers and project teams.Oversees all aspects of the project: cost/benefit analysis, work plans, functional and technicaldesigns, testing and implementation. Ensures efficient and high-quality installation of new softwareand/or systems and monitors all technical aspects of implementing projects.Provides support to the DEC and IT leadership in identifying appropriate solutions; assists the projectmanagers in performing needs analyses of the relevant business areas and in matching user needs tosystem capabilities to ensure the new systems are easily and quickly integrated into the client'sbusiness environment.Reviews projects to identify economies of scale, potential integration between systems indevelopment, possible overlap, and duplication of efforts, and determine where DEC may benefitfrom State enterprise solutions already in place.Works with the DEC to provide support and coordination to ensure adoption of new systems andbusiness processes in the client environment.Oversees contract management and vendors assigned to delegated initiatives included in the variousDEC projects.Project Manager will create and maintain project documentation, run workshops as required,supervise, and review work done by the existing project managers and teams, and recommendappropriate resources.Develop detailed project plans and monitor and track progress.Oversee the development process end-to-end, including design, development, and deployment ofvisual enhancements, features, and functionality for several projects.Translates generalized customer business goals and objectives into concrete strategy and tacticalplans.Works on complex problems where analysis of situation or data requires an in-depth evaluation ofvarious factors to achieve best results.Exercises judgment within broadly defined policies and practices to develop and implement methodsand techniques.Works effectively with internal and external clients, third party vendors and Senior Management inaccomplishing objectives for the projects.Evaluates complex situations accurately and identifies viable solutions that create successfuloutcomes.Reviews lessons-learned prepared by the project managers and recorded in the project repository forutilization on future projects.Provides regular updates to the OCCE, CIO, project sponsor and stakeholders on the status ofprojects and the budget. Documents reasons for budget excess or shortfall.Supervises project managers and leading several projects to oversee the impacts andinterdependencies between programs and working to ensure IT initiatives meet the goals andobjectives of the executive leadership team.Provides both verbal and written communications regarding consolidated project status, risks, andissues.Uses JIRA to collaborate with on and deliver projects.Leads a team of project managers for design, estimation, development, and deployment.Works with leads from UX, product, and project management to define and shape work. Risk ManagementReviews comprehensive Risk Management Plans at the program level.Meets with project managers to review risks and opportunities of both business and technical plansand oversees and assists in identifying Risk Mitigation Strategies and Contingency Plans for allidentified risks. Reviews the program level issue and risk matrix log prepared by the projectmanagers.Reviews and recommends a final detailed plan of how the risk will be managed or eliminated.Reviews a weekly Program status report prepared by the project managers with major risk factorswhen mitigation approach impacts the project timeline, budget, or objectives.Oversees the Risk Management Plan and Risk Mitigation Strategy across all projects within theProgram and oversees the execution within the individual projects. EducationBachelor's degree in Computer Science, Engineering or equivalent work experience required.Current Project Management Institute (PMI) Certified Project Management Professional (PMP) andcurrent PMI-Agile Certified Practitioner (PMI-ACP) or equivalent. Preferred EducationMaster's degree in technology-related field. ExperienceAt least 10 years of IT and business experience in strategic planning, development, implementation,and maintenance of systems, preferably across multiple hardware and software platforms.Of the 10 years of experience required, at least 5 years of experience in a combination of thefollowing: Progressive broad-based information systems Project Management experience (whichcould include consulting) with state-of-the-art hardware and software systems is desirable;knowledge and implementation experience in new computing architectures and networkedcomputing structure.Technical project management experience managing several projects simultaneously.Website project management experience with both traditional rebuilds and development fromscratch.Knowledge and experience in Salesforce and robotic process automation. Preferred ExperiencePrior education domain industry experience at a State or Federal Government agency.Knowledge of State Government policies and practices.Specific experience with successful large-scale Program Management within a cross functionalenvironment.Knowledge and experience in web portal development and cloud storage.Knowledge and experience working with data analytic tools.
