Background.  USAMMDA is the largest Department of Defense's (DoD) medical materiel development activity designed to protect and preserve the lives of Warfighters.  USAMMDA develops, modernizes, procures, and fields new drugs, vaccines, medical devices and support equipment that enhances readiness, ensuring the provision of the highest quality medical care to the DoD and maximizing survival of medical casualties on the battlefield.General.  The contractor will serve as the administrative support lead for the Warfighter Brain Health PMO.Executive Support: provides administrative support to assigned PMO and staff members. Starts the gathering of data or otherwise begins the preparation of projects to minimize delays in task accomplishment.  When the Director/PjM is performing temporary duties remotely from the office or is in an OCONUS travel mode, the Contractor shall maintain daily communications with the Director/PjM to keep him/her abreast of operations and serve as a coordinating conduit for information flows between the PjM, Director, Deputy Director/PjM and/or Branch Chiefs.     Scheduling: Maintain calendars for PjMs, Directors, Deputies, Branch Chiefs and staff, control Conference Room management within USAMMDA procedures and alerts staff to impending meetings, appointments, and be able to de-conflict meetings and other events.   Correspondence: prepare documents IAW AR 25-50, Preparing and Managing Correspondence, or other applicable guidance to include preparing DA memorandums, letters, executive summaries, information papers and staffing of correspondence (preparing Routing/Staffing forms, including but not limited to USAMRDC Form 206 or Optional Form 41).  Prepare, review, and staff correspondence consistent with established policies and procedures. Review and edit Division correspondence for changes in spelling, grammar, punctuation, word usage and correct format style for the intended audience IAW USAMMDA policy and procedures.    Travel: use Defense Travel System (DTS) and coordinate numerous travel itineraries simultaneously, assisting with travel authorizations and vouchers, as required. Assist Divisional personnel with travel order requests and preparing foreign and domestic travel documents. Become familiar with travel requirements, to include Army Conference Policy, track and monitor pre-travel requirements, and keep traveler informed of travel document status. As required, assist in the preparation of final trip reports and travel expenses for reimbursement.      Operations Support: perform a variety of support services such as visitor access control, answering telephones, filing, receptionist, faxing and copying documents, printing read ahead packages, creating business cards, ordering, and receiving office supplies and equipment, and maintenance of records IAW AR 25-400-2, The Army Records Information Management System (ARIMS). Manage the Federal Express account. Prepare foreign visitor requests for their Division/PMO. Perform the duties of Program Administrator for EDMS/Livelink ensuring document control and providing access to the system for qualified users. Organize and/or assist with official USAMMDA functions in coordination with the OOC CSC (e.g., promotion ceremonies, retirement ceremonies, change of command, town halls, etc.). Assist the Program Administrative Officer with maintaining current emergency contact information for all USAMMDA personnel, using an emergency alert notification system.    Administrative Support: update and disseminate the Division’s organization chart and roster. Ensure new staff is properly in-processed IAW USAMMDA policy. Prepare paperwork and inform other offices to in-process new personnel. Assist Human Resources (HR) with in-processing of incoming employees by coordinating required training appointments with the Computer Support team members once all security clearances have been obtained.  Serve as the Division/PMO’s accountability representative during fire drills or building evacuations. Work with the OOC CSC and Deputy Commander to perform reviews of the Automated Time, Attendance, and Production System (ATAAPS) to ensure reminders are sent, all codes are correct, entries receive concurrence, and government certified at the end of each period. Perform ATAAPS Timekeeper role at the Division/PMO-level.    Meeting Support: Participate in USAMMDA administrative meetings, disseminate associated information and guidance to Division/PMO personnel, and render assistance in the interpretation, implementation, and operation of administrative processes. Perform other duties to include, but not limited to, coordinating and schedule meetings, seminars, trainings, video teleconferences, and MS Teams or other virtual platform engagements between USAMMDA and other internal and external agencies. Prepare and distribute meeting agendas, read-ahead documents, minutes, and archive documentation in USAMRDC EDMS/Livelink, OneNote, SharePoint, or other electronic document management systems. Assist with agenda development and dissemination and provide meeting minutes for Division/PMO/Branch meetings if required by leadership and properly file final documents. Edit and maintain technical, budget, programmatic and administrative documentation, and references in both paper and electronic versions. Secure meeting and/or training locations, establish call-in lines, coordinate receipt and distribution of training materials, and to facilitate trainer arrival and set up of room prior to meeting or training.    Regulatory Support: review and assist with update of Command regulations, policy memoranda and other management/administrative records and make recommendations to ensure that they are prepared efficiently.    Coordinate and train individuals at unit levels in support of regulatory requirements and prepare and conduct surveys. Analyze, evaluate and assist with the execution of programs, which provide for administrative services, i.e., mail management, reports and forms control, publications, records management, training, physical security, safety, and space management. Assist staff of the PMO to formulate, implement guidance and apply new methods and procedures in the area of administration, administrative support, safety and security. Comply with SOPs, as required. Assist with the development of presentations and reports.      Task Management: Track and document all taskers assigned to the Division and collect data by the designated suspense date upon request. Maintain a suspense file and complete administrative workload IAW established policies and procedures. When requested, populate and maintain tracking of action items/taskers/suspense’s for their Division/PMO’s activities and product portfolios.     Purchasing support: account for durable property according to applicable local policies. Prepare supply and equipment purchase requests, track requests, and inform leadership and ensure proper receipt and distribution.    Prepare and route internal purchase requests and provide support in coordination of OOC CBE. Order, track, receive, and distribute supplies to include preparing In-House purchase requests for equipment, services and publications/forms. Act as the liaison with other operating branches and Divisions of USAMMDA to assure coordination and commonality of effort in specific program areas and to maintain the administrative level informal communication network within the organization.    Skills and Experience:  The ability to successfully communicate with personnel at various echelons through the use of effective interpersonal and communication skills in addition to managing numerous efforts and effectively prioritizing and multi-tasking requirements that have a direct impact on the Program.    The ability to be aware of, and be sensitive to, information flows that contain items of interest to or that are the action responsibility of their Division/PMO/Director/PjM/Deputies and Command to include sensitive, acquisition sensitive, For Official Use Only, and Proprietary Information.   The ability of using MS Office Suite, Word, PowerPoint, and Excel, as well as other systems such as MS Outlook and Teams in order to effectively communicate effectively with other staff; use the Outlook and Teams calendars in order to schedule multi-person meetings for both personnel internal and external to the Command; and manage multiple calendars for separate staff members at once.    The capability of proficiently using DTS, utilizing AR 25-50, Preparing and Managing Correspondence, and performing records management IAW AR 25-400-2, The Army Records Information Management System (ARIMS).
