Background.  USAMMDA is the largest Department of Defense's (DoD) medical materiel development activity designed to protect and preserve the lives of Warfighters.  USAMMDA develops, modernizes, procures, and fields new drugs, vaccines, medical devices and support equipment that enhances readiness, ensuring the provision of the highest quality medical care to the DoD and maximizing survival of medical casualties on the battlefield.General.  The Contractor will be responsible for supporting IPTs in developing IMS’ for multiple Acquisition Category (ACAT) II-IV level programs. The Contractor will create and manage resource loaded IMS’ to enable accurate performance tracking cost and funding forecasting and anticipate staffing and logistics requirements. The Contractor will be capable of identifying key program milestone events, contract deliverables, program reviews, integration activities, document contract changes and additions, and training requirements for inclusion in program IMS’. The Contractor will provide probability of program success factors and metrics to support the program with an integrated view of program risks with enough detail and predictive power to enable early risk recognition, mitigation, and resolution for all programs. The Contractor will assist Product Managers with shaping effective IMS’ to meet mission needs; including performance of Program Evaluation and Review Technique (PERT) analysis to determine critical path and determine best case, worst case, and most probable schedule. The Contractor will assist IPTs in maintaining current schedules. The Contractor will provide hands-on development of layered schedules and plans demonstrating how a program is progressing and will meet requirements and objectives. The Contractor will provide IMS training to IPTs as requested. Personnel performing in this task area will be capable of applying experience in project management, engineering management, DoD acquisition or other comparable experience as well as knowledge of DoD acquisition milestones, decision points, and staffing processes to develop IMS’ using MS Project. Personnel performing in this task area will also have the capability to utilize MS Office, to include MS Outlook, MS PowerPoint, and MS Word, at an intermediate to advanced level. Personnel performing in this task area will also have the ability to successfully communicate with personnel at various echelons through the use of effective interpersonal and communication skills in addition to consolidating the critical paths of numerous projects and products into a single IMS.
