Background.  USAMMDA is the largest Department of Defense's (DoD) medical materiel development activity designed to protect and preserve the lives of Warfighters.  USAMMDA develops, modernizes, procures, and fields new drugs, vaccines, medical devices and support equipment that enhances readiness, ensuring the provision of the highest quality medical care to the DoD and maximizing survival of medical casualties on the battlefield.General.  The Contractor will support the USAMMDA Property Book Officer in all aspects of property book management using Defense Medical Logistics Standard Support (DMLSS) automated system and various other automated accountability systems such as The Defense Medical Logics – Enterprise Solution (DML-ES), LogiCole and Global Combat Support System – Army (GCSS-A). The Contractor will provide assistance, instruction, and guidance to all primary hand receipt holders on Army Regulation 700 series, USAMMDA regulations and policies, and SOPs. The Contractor will support preparation of hand receipts and property management in the areas of receipt, storage, issues, transfers, and accounts for all property, equipment, and expendable supplies. The Contractor will maintain and update all hand receipts and sub-hand receipts in compliance with applicable Army regulations, including those for nonexpendable equipment receipted to USAMMDA, and ensure all files are kept current and include all properly executed documentation. The Contractor will support preparing for and conducting periodic and special inventories. The Contractor will support primary and sub-hand receipt holders in investigations to determine cause of inventory discrepancies and, if required, assist in developing documentation packages for Financial Liability Investigation Loss of Property.  The Contractor will verify that all DD 1348-1s have the correct Ship to Department of Defense Activity Address Code (DoDAAC) and verify signature cards are current. The Contractor will complete required documentation in support of lateral transfers of property to other organizations. The Contractor will maintain the secure storage area within USAMMDA for consumable/expendable, durable, and nonexpendable property items. The Contractor will support the assembly, distribution, and transport of equipment, material, and supplies using manual handling equipment.  The Contractor will support the turn-in process for both serviceable and unserviceable assets. The Contractor will follow all applicable safety rules and regulations as required. The Contractor will have the ability to lift up to 50 pounds and will obtain and use appropriate personal protective equipment as required.
