Strategic Planning and Communications Support The Contractor will support USAMMDA’s development, coordination, and execution of its strategic plan.  Additionally, the Contractor will assist in implementing the USAMMDA Strategic Plan and the related Strategic Communications Plan, as described below, in direct support of USAMMDA’s goals and objectives outlined in the program’s strategic plan.  The Contractor will assist in updating metrics and monitoring accomplishments against the strategic plan.  Brand Management and Graphic Design Support The Contractor will manage and maintain the USAMMDA program’s brand identity.  This effort includes, but is not limited to, designing and integrating brand elements throughout external and internal products and communications, and evolving the brand to support USAMMDA’s current and future strategic initiatives. The Contractor will provide advanced graphic design support to USAMMDA to create visual images for brochures, briefings, presentations, reports, and other documents.  The Contractor will also provide graphic design support for the organizations booths used at conferences and meetings.  The Contractor will lead the development of a USAMMDA briefing and standard briefings for all PMOs and Divisions.  The Contractor will provide graphics support to enhance stakeholder outreach. Event Support The Contractor will support the planning, preparation and promotion of USAMMDA special events including meetings and ceremonies.  This effort includes, but is not limited to, identifying speaking opportunities for USAMMDA senior management, writing speaking abstracts, coordinating handouts, and providing event-related graphic design, photography, or video support upon request. Media Relations Support The Contractor will support a media relations program with USAMMDA’s public affairs officer.  This effort includes, but is not limited to, administrative support, developing and updating marketing materials, coordination of strategic communications with higher headquarters, maintaining key media relationships, leveraging new media tools, researching and writing press releases and other articles, media pitching, interview scheduling, media training, media monitoring, media tracking, and participating in and coordination of community, Very Important Person, and other marketing events. CONUS travel will be required to support marketing events in a variety of locations within the United States.  The Contractor will serve as the USAMMDA “Command” photographer. Consistent with the Strategic Communication Plan, the Contractor will research, plan, design, implement, promote, and maintain USAMMDA messages and branding on the USAMMDA public website and intranet site.  The Contractor will support establishing/enhancing USAMMDA’s online presence to support the organization’s operations and to inform and engage a variety of USAMMDA stakeholders in USAMMDA’s mission and strategic initiatives. The Contractor will provide website support services to include content development.  This work includes planning and designing content for the Command’s website. The Contractor will design, develop, and maintain a consistent information architecture, user interface features, site animation, and special-effects elements that ensure predictable, successful user interactions.  Website designs will support USAMMDA’s strategies and goals relative to strategic communications.  The Contractor will optimize the information architecture, content, layout, and site design to maximize site utility and assure a predictable, repeatable user experience; promote access and ease of navigation; and enhance the quality, relevance, and value of published content. The Contractor will apply knowledge of web design and information architecture, usability, graphic design, journalism, communications, and related fields to produce professional quality web content for publication.  This includes organizing, managing, maintaining, updating, writing, integrating, and editing web content.  The Contractor will coordinate with stakeholder organizations to locate, pursue, gather, and research information and develop a strategic approach for delivering the information.  Content is expected to consist of text, graphics, images, and varied multimedia formats suitable for distribution via web servers and display in browsers.  The Contractor will provide value-added enhancements to the USAMMDA Web sites.  Enhancements include significant changes in the design, content, interface, and/or functionality of each site.  This effort includes planning, researching, writing, and designing improvements that provide users with enhanced information sharing or gathering capabilities. Award Nominations Support The Contractor will pursue relevant award opportunities for USAMMDA.  This effort includes researching, identifying, writing, editing, vetting approvals, and submitting nominations for external awards for the USAMMDA teams and individual employees. Office of Quality Management (OQM) Support The Contractor will provide quality assurance support to the USAMMDA OQM.  The Contractor will maintain the control system for quality documents (e.g., SOPs, Forms and Work Instructions) IAW the review and revision cycle.  The Contractor will author, revise, review, and staff quality documents relating to various USAMMDA business processes and will ensure that appropriate personnel are trained in these processes, and will track and maintain training records.  The Contractor will lead and/or support internal/external audit, corrective and preventative action (CAPA), and inspection preparation activities, ensure the proper policies and procedures are in place, conduct gap assessments to identify improvement opportunities, and design, implementation, and evaluate compliant solutions.  The Contractor will support the design, implementation and management of Continuous Process Improvement (CPI) initiatives intended to fill identified gaps or increase operational effectiveness and efficiency.  The Contractor will support quality oversight programs such as the Risk Management Internal Control (RMIC) Program and the Command-wide Organizational Inspectional Program (OIP).   The Contractor will serve as the quality assurance representative on cross-functional, multi-site and multi-disciplinary teams (e.g., IPTs and working groups, USAMRDC Quality Working Group, etc.), and author, revise, review and staff documents to ensure initiatives follow industry best practices and are compliant with DoD/Army/AFC/USAMRDC policy, and all applicable regulations and guidance.  The Contractor will provide input into the design and presentation of OQM performance metrics within the aforementioned Strategic Plan and/or USAMMDA Mission-Essential Task List (METL), and coordinate collection of all USAMMDA metrics.   Personnel performing in this task areas will have the ability to interpret and apply knowledge of applicable policies and regulations in order to assist with all aspects of USAMMDA’s compliance.
