General.  The Contractor shall coordinate all work efforts with the Chief ORTA Officer in order to provide support to all divisions and project management offices within USAMMDA. The Contractor shall have the capability and responsibility of working independently, with minimal training and/or guidance, to complete assigned agreement packages from drafting through executing and recording agreements.Specifically, the Contractor shall be responsible for the initial drafting, internal and external staffing for partner reviews (technical, budgetary, and legal), version control maintenance, coordination of partner signatures, and final agreement recording. The Contractor shall draft agreements IAW agreement templates, ORTA Office processes and procedures. Work in the ORTA is fast-paced, and requires the Contractor to manage an average of 20-25 separate agreement efforts simultaneously. The Contractor shall be familiar with and shall perform functions with all types of Technology Transfer and Interagency Agreements, including Cooperative Research and Development Agreements (CRADAs), Material Transfer Agreements (MTAs), Interagency Support Agreements (IAAs), Memorandums of Understanding (MOU), Memorandums of Agreement (MOAs), Clinical Trial Agreements (CTAs), and NDAs.  Technology Transfer and Interagency Agreements are legally binding and may contain proprietary information. The Contractor shall independently prepare, organize and maintain documents and correspondence IAW relevant Army and local regulations and Standard Operating Procedures. The Contractor shall accurately review, edit, and format agreements per Army regulations and tech transfer procedures. The Contractor shall perform data entry, maintain and update USAMMDA ORTA agreement databases in MS Access on Local Area Network. Responsibilities shall include performing regular database queries and providing reports to the ORTA Chief and USAMMDA leadership. The Contractor shall prepare staff action summary sheets for internal agreement staffing, maintain/update agreement files, scan documents, enter interagency agreements into the required LiveLink review system, file and record all agreements per Army regulations and ORTA office procedures.The Contractor shall be capable of using MS Office Suite, Access, Word, PowerPoint, Excel, and TEAMs, as well as MS Outlook in order to effectively communicate via email with other staff; use the Outlook calendar in order to schedule multi-person meetings for both personnel internal and external to the Command.As requested, the Contractor shall complete other tasks to include, but not be limited to, reserving conference rooms, coordinating and scheduling of meetings (virtual and in-person), seminars, and Video Teleconferences (VTCs)between the ORTA Office, USAMMDA and other federal agencies, academic institutions, and industry partners. The Contractor shall be required to have excellent written and verbal skills, with the ability to produce high quality work for all communications.  Personnel performing in this task area shall have the ability to successfully communicate with personnel at various echelons through the use of effective interpersonal communication skills.The Contractor must be able to work independently, effectively multi-task, and prioritize their daily/weekly workload.  Additionally, the Contractor shall have the ability to be aware of, and be sensitive to, information flows that contain items of interest to or that are the action responsibility of their Division/PMO/Director/PjM/Deputies and Command to include sensitive, acquisition sensitive, For Official Use Only, and Proprietary Information. An understanding of Army protocol, procedures, professional dress, business-meeting etiquette, army acronyms, and procedures shall be required.  As requested, the Contractor shall complete required training to maintain accurate, current knowledge of all regulations and technology transfer best practices effecting the ORTA. Current regulations require ORTA staff to have eight (8) hours of technology transfer training annually.
