The mission of the Federal Reserve System (FRS) is to foster the stability, integrity, and efficiency of the nation's monetary, financial, and payments systems to promote optimal economic performance. Within this broad context, we are looking for an Application Support Engineer for National IT's Client Services' Program Assurance Function (PAF). The PAF is a Federal Reserve System function with responsibility to strengthen program and project management, agile and portfolio management capabilities and provide consultative services for program/project execution, risk, and vendor management; standards and guidelines based on industry best practices; and enterprise reporting for program performance and aggregated risk.

This Application Support Engineer position will be responsible for providing PAF tools support activities, partnering with the application developers/engineers and quality assurance, leveraging Agile practices and principles to deliver high quality results. This position will also consult with customers across the Federal Reserve System to provide incident resolution, tool support and ensure standards and guidelines are based on industry and Federal Reserve System best practices.

The Application Support Engineers position is with the Boston Federal Reserve Bank; relocation is not required for internal FRS candidates.

The selected candidate will perform application support activities for the Program Assurance Function Tools group, which supports the Federal Reserve's Enterprise program and project standard and tools and agile tools including the Broadcom Clarity application. The candidate will work on a team of 5-10 people including support, product development, development, customer engagement and QA resources. Job activities require providing technical and business assistance to users across the twelve Federal Reserve Banks and the Board of Governors. The candidate will perform a variety of operational tasks that may include requirements gathering, data analysis, tool configuration, operational testing, and support for user acceptance testing. This position may also include activities related to migrating new and changed objects to the QA and production environments, ongoing production support, and creation / maintenance of technical documentation. In addition, this position will be responsible for ensuring that operational service level agreements (SLAs) are adhered to and met.

Key Activities:
  • Actively identify and troubleshoot any issues that arise during testing and production.
  • Perform application administration duties: system management, user management, security management, plugin management, etc.
  • Research new automation capabilities and solutions to identify areas for improvement.
  • Designs, creates, configures, deploys, and maintains automated solutions which may automate:
    • Deployment of code
    • Monitoring of performance
    • Other manual processes
  • Performs other duties as assigned

Required skills:
  • Understanding of project, program, portfolio and product management and agile processes.
  • Ability to engage customers in order to troubleshoot simple to moderately complex problems, document results and provide clear, concise communication to end users, interface teams, and management.
  • Provides basic technical or production support and conducts maintenance and installation of software programs, computer systems and/or enhancements. Assists in planning, coordinating and conducting related software, system and end-user testing.
  • Responds to requests for information, including developing basic ad-hoc reports and queries in databases and/or management information systems.
  • Experience with reporting and data warehouse concepts and capabilities.
  • Experience with utilizing automated monitoring, job scheduling, and reporting software. Provides analytic support to department management for business planning and decision-making.
  • Ability to contribute to the development of new and enhanced production support strategies.
  • Participate in Agile scrum processes of backlog refinement and sprint demos of requirements for enhancements to existing systems and software as necessary to support the business environment.
  • Application testing and verification as part of operational support acceptance testing.
  • Experience with preparation of technical and support documentation, including operations documents, procedures, and user manuals. Assists with developing and revising procedures, defining processes, and providing training for users and staff.
  • Accountability for entire process from receipt of work to resolution and closure.
  • Experience working in a virtual team, utilizing collaboration tools such as Microsoft Teams and Webex.
  • Strong problem-solving skills and flexibility in approach.
  • Excellent troubleshooting skills.
  • Excellent oral and written communication skills.
  • Database knowledge and experience with SQL.

Desired Skills:
  • Experience with technical support and configuration of PPM/Agile/Product ERP systems (e.g. Broadcom Clarity PPM, Rally, Atlassian Jira) and its system interfaces.
  • Experience with Jaspersoft reporting.
  • Experience supporting applications in a cloud environment.
  • Experience with Programming Languages(e.g C#, Java, Javascript, Python).
  • Experience with SOAP and/or REST API.
