Position: Data/ Business AnalystLocation: Boston, MA (Hybrid – 2 days onsite and 3 days remote)Duration: 3+ months

  • Position Summary: The Facilities Management and Capital Planning Dept. of the Massachusetts Trial Court is looking for self-starter technical analyst/developer to review a relatively new process for tracking purchases, services, and processing related payments. There is also a component for tracking jobs and budgets. The system was designed in-house but not documented. The data is downloaded from the CIW (Commonwealth Information Warehouse) into a customized ACCESS Database. The ideal candidate will have extensive experience working with ACCESS including Macros, SQL, and SQL Server. Some knowledge of Formstack and CIW is helpful, but not required. The person must become familiar with the system, create a guide which details how the product works, and make necessary changes. Reports need errors in programming corrected and may need enhancements.
DETAIL:Skilled data developer/business analyst should have: Technical knowledge of Access, SQL, SQL Server and professional skills to communicate, document, and work with minimal supervision
  • Review system both with the department’s technical liaison and on your on to understand the following:
    • Business purpose of the system
    • Who are the end users of the system
    • Levels of Security: Admin rights to change the system, Update privileges, Read only access to the tables and dashboard reports, read only access to the reports and not the tables.
    • Overall design of the system (access database, report forms, data entry forms, source system data lives in another place, etc.)
    • Source Data: systems feeding the database, what business area(s) own the source system(s), frequency data is updated, are the feeds a complete refresh/overlay of data or is most recent information appended to data in the database/dashboard, is loading the data from the source systems a manual or automated process.
    • Precautionary measures: Determine how often the database/dashboard is backed up on a server, where the back up in stored and if the process is manual or automated.
    • Reports and Data Entry forms: identify end users/audience for each, business purpose of each report/form and all the fields on each report
    • Document all the discovery from the review
  • Perform gap analysis to identify ways the system does and does not meet the needs of the business end users. Includes meeting with all levels of staff: Director, Regional Managers, Procurement, and Fiscal personnel.
  • Gap analysis: Meet with Director, Regional Managers, Fiscal Manager, engineering, and various fiscal personnel that input or utilize the data to determine if the dashboard reports and input forms are meeting their analytical needs. Document findings and make recommendations on how to improve the existing system.
  • Draft proposal document to present to Director identifying:
    • Share gap analysis findings
    • Recommendations on how to improve upon the system
    • High level project plan to implement changes
    • Time and labor estimate for completing all enhancements
    Guide should include documentation that includes:
    • Identify sources of data
    • Map fields to each report on dashboard
    • Document each report identifying the following: audience, purpose, description of the report, and description of each field and the source/derivation
