The Family Shelter Co-Shelter Supervisor will join one of the largest providers of services for families experiencing homelessness in the Metro Boston Area. Founded in 1988, Hildebrand is solely focused on families experiencing homelessness. Hildebrand’s mission is to transition families out of homelessness to safe, affordable, permanent housing while working to disrupt the systems that lead to poverty and homelessness. Hildebrand operates 157 units of emergency shelter throughout the neighborhoods Boston and Cambridge and 22 units of affordable housing in four buildings and an array of services that include case management, housing search, and stabilization services to ensure families remain stably housed. Hildebrand is a rapidly growing organization with a staff of 60 employees and operates on a $9.1M budget. Our vision is Every Family Has a Home. SUMMARY: The primary function of the Family Shelter Co-Shelter Supervisor is to oversee Hildebrand’s Co-Shelter program—creating and maintaining a trauma-informed, safe and supportive environment for clients and staff—while implementing systems to improve quality of care, consistency of program delivery and meet or exceed the exit goal set by HLC. The Family Shelter Co-Shelter Supervisor oversees the co-shelter Housing Specialists while providing case management to the clients. The Family Shelter Co-Shelter Supervisor works with the broader management team to ensure the high functioning of daily Co-Shelter operations and help the organization achieve its intended impact. The Family Shelter Co-Shelter Supervisor ensures the overall safety, security, and well-being of the families in the co-shelter residences, coordinates and leads the service delivery team. The Family Shelter Co-Shelter Supervisor ensures that all co-shelter activities are documented and communicated as required by contract, agency policy and procedure. The Family Shelter Co-Shelter Supervisor represents Hildebrand and is expected to model and function as an ambassador internally and externally. RESPONSIBILITIES:

Recruit, hire, onboard/train, supervise, support and evaluate direct reports to ensure Hildebrand retains top talent and staff are aligned with the organization’s values.

Ensure Housing Search staff is communicating well with clients and other organization staff and are operating in a fair, consistent and trauma informed manner.

Contribute to and help refine and develop programs team approach to clients and programs standard operating procedures.

Assist in the development and implementation of procedures and policies to ensure contractual compliance and consistent program delivery across all participants.

Participate in regular program evaluations and file audits to ensure that staff and clients are in compliance with contractual and/or funding obligations including evaluating program outcomes and measuring achievement of programmatic performance standards as directed.

Assign staff new cases, manage caseloads, and communicate out assignments to all pertinent parties and ensure high-quality and a welcoming intake is provided to families. Conduct intake in the absence of a housing specialist.

Ensure clients are properly transitioned to the stabilization team.

Ensure all key policies and procedures are followed.

Conduct inspections with the facilities/operations team of co-shelter units and ensure program compliance by the participants.

Ensure Housing staff is conducting additional programmatic unit inspections.

Ensure work orders are being submitted in a timely manner and contain required and clear detailed information.

Help triage client facility issues and provide clear and ongoing communication with the facilities and operations staff.

Ensure the creation and implementation of action plans for problem units and work to create proactive solutions to limit future problem units.

Track on the client board problem units and units of concern.

Ensure Housing staff are updating accurate client information on the client board.

Ensure Housing staff are up to date on all rehousing plans and ETO notes and provide accountability and or retraining for any staff out of compliance.

Ensure families are educated about Homebase and make sure Housing Staff are submitting Homebase correctly and on time.

Ensure Housing staff are following all move-out protocols for clients.

Review and submit client noncompliances to HLC and up to date with all noncompliance procedures.

Maintain an updated list of pending move outs and client move-out status.

Review, approve and submit accurate weekly time sheets in accordance with Hildebrand policies and procedures.

Conduct regular supervision with staff with the goal of assisting each direct report to develop best practices in an effective, culturally competent manner. Provide accountability for service delivery of direct reports. Monitor staff performance and provide support to the employee’s evaluation and development through the agency’s performance management program.

Participate in meetings, workshops and training as assigned and participate in activities designed to increase skill in related areas. Share learnings to others.

Participate in the implementation of a core curriculum of in-service training programs designed to meet program goals and to maintain and improve staff skill and performance. Hold co-shelter “house meetings” and training for co-shelter families to address shared living issues and address property based issues.

Ensure that staff proactively address identified areas of concern with clients and develop plans to assist families in engaging with Hildebrand policies and procedures.

Review and submit incident reports, program violations and other reports for accuracy and ensure proper, timely reporting. Ensure 51a’s are submitted and documented.

Plan and co-facilitate regular housing team meetings and trainings.

Provide statistical and programmatic information needed by the FSM and the CPO.

Communicate verbally and through written communication, memos, emails and log documentation with peers, supervisors and other team members to provide appropriate program updates, identify issues related to program operations, areas of concern and suggestions for necessary improvements.

Interface effectively with the Program Coordinator and provide necessary communication and requested information.

Prepare necessary data, provide information, and produce routine reports that reflect client outcomes and demographics.

Create and submit agency, state and funder required documentation.

Provide back-up on-call support as needed.

Other duties as assigned.

CASE MANAGEMENT RESPONSIBILITIES:

Conduct psychosocial needs assessments as part of the intake process for the head of household and all household members and formulate action plans as needed.

Use a trauma-informed approach to help families navigate barriers to tenancy and build a support system by connecting them with people and programs in the community.

Communicate with System Navigators about the most complex family needs.

As part of the intake, educate all families with children under the age of 2 about safe sleep practices.

Ensure families have access to healthy and adequate amount of food, connect families to local food resources and secure emergency food resources as needed.

Help families navigate barriers to tenancy and build a support system by connecting them with people and programs in the community.

Help families be as prepared as possible to move into permanent housing, and second, to connect families to a support network once they are housed. Specific actions include but are not limited to:

Assessment of a family’s strengths, needs, and barriers to housing in coordination with Housing Search staff.

Resolving or mitigating tenancy-screening barriers, such as securing identification documents, CORI issues, credit repair, and outstanding debts.

Provide supports navigating immigration barriers.

Supporting families in completing activities listed in the Rehousing and Stabilization Plan.

Securing connections to healthcare services (e.g., community health clinics).

Support clients with access to transportation and creating transportation plans.

Securing connections to job training/job placement services for all household members age 18 or over who are not employed or in a matriculated education program, a training program, community service program, or substance abuse treatment program as well as other activities specified in Department of Transitional Assistance (DTA) regulation at 106 CMR 703.150.

Assistance securing benefits (i.e., SNAP, TAFDC, SSI).

Working with parents to address educational and health needs of children and enrolling them in appropriate education or other services.

Documenting case management efforts and meetings utilizing the EA Case Notes in ETO/ASIST.

Acting as an advocate for families served.

Use a mix of supports that should be determined in consultation with the family and should vary in intensity and scope based on their assets and needs. Engage families as active participants in their case management, ensuring clients are not passive recipients of aid. Encourage participants to drive case planning and goal setting based on what they hope to achieve.

Endeavor to refer working age (18+) family members who are not employed, in a matriculated education, a training program, community service program, or substance abuse treatment program to appropriate community-based workforce development and/or other education/training programs to help maximize income and obtain employment whenever possible, with the exception of a reasonable accommodation to not participate in such programs due to a disability, or other good cause. If a working age family member is receiving a disability benefit such as SSI/SSDI or has been approved by EOHLC for a reasonable accommodation the Contractor shall make the family member aware of optional work, training or educational programs available to persons with disabilities, completing referrals when appropriate.

Ensure the presence and wellbeing of all members of an EA household, including children, bi-weekly in scattered site and co-shelter settings.

Make biweekly or weekly visits to units when families are experiencing behavior or mental health related barriers.

Support Housing Specialists in the monthly rehousing plan process and attend quarterly rehousing plans with the Housing Specialist and client.

Aid Housing Specialists to ensure families review lease provisions and understand their rights and expectations as tenants.

Work with Housing Specialists to ensure all families with school age children are enrolled in summer care or engaged in enriching summer activities.

Provide direct intervention and support to a family in a moment of crisis and report significant concerns to program management in a timely manner.

Support families in receiving physical resources such as diapers, wipes, clothing, ect. . .

Actively participate in the planning and implementation of Holiday events.

Utilize clinical consultation support to access the individual’s or family’s level of need.

Maintain ongoing communication with DCF staff and other constituencies.

Work with Hildebrand’s DV Coordinator to submit requests for DV Assessments.

Create safety plans with families as needed.

Work with clients and Hildebrand’s ADA Coordinator to submit ADA requests.

Assist in the development and facilitation of groups, workshops, classes, and skills training to help clients achieve goals and specifics within the action plan set.

Measure and review case progress and facilitate case consultation meetings.

Work as part of a team and coordinate with Housing Specialists, System Navigators, Residential Assistants, Interns, Supervisors and other program staff.

In partnership with the Education and Health Navigator, work with and mentor an intern working with the families on one’s case load.

QUALIFICATIONS:

BSW or BS/BA Psychology, or BA Counseling or related field

1 year working in a trauma-informed setting with clients and 1 year experience doing mental health assessments.

1-2 years of case management experience in case management, housing search and placement or related work with families experiencing homelessness.

1 - 2 years of supervisory experience.

Bilingual Spanish or Haitian Creole.

Knowledge of evidence-based practices to help combat homelessness

Working knowledge of the Stages of Change and Motivational Interviewing

Experience with engaging families and assessing level of functioning to complete psychosocial needs assessments

Experience working independently but also collaboratively

Must be computer literate, familiar with MS Word and competent to utilize a variety of software programs necessary for reporting requirements.

Conflict Resolution and Crisis Intervention Skills

Follow/articulate written and verbal instructions in a precise, timely and understandable manner

Must have demonstrated leadership experience, collaborating, and building and fostering teamwork.

Experience working across multiple locations.

Excellent verbal and written communications skills especially in a team setting.

Proven ability to successfully manage several projects simultaneously, quickness, agility, and ability to exercise sound judgment in managing a crisis.

Demonstrated commitment to use innovative ideas in order to address and meet needs of families experiencing homelessness

Experience working with people from diverse ethnic, social and cultural backgrounds.

As with all Hildebrand staff positions, a CORI and SORI check is required.

This is an onsite position.

Monday - Friday and off schedule hours as needed.
