Business Analyst with

Statements of Work (SOWs) and Requests for Proposals (RFPs).

Lansing, MI - Local candidates or willing to relocate at the candidate's expense. MUST be available on-site from day one.

Position Description:
  • Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies.
  • Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective.
  • Familiar with industry standard (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
  • Prepare and document Functional and Technical Specifications for Statements of Work. Develops RFPs.
  • Document and provide knowledge transfer to the rest of the Enterprise Reporting Team for all solutions.
  • Reviews, analyzes, and evaluates business systems and user needs. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Familiar with relational database concepts, and client-server concepts.

Expected Tasks for this engagement in addition to the above:
  • Elicit and document project scope and plans from business and technical groups
  • Work within and across matrixed teams to produce high-quality business and technical requirements documentation that meets applicable State of Michigan standards for inclusion into a Statement of Work and Request for Proposals
  • Edit, standardize, or make changes to documents
  • Develop Epics, User Stories, and other required artifacts in Microsoft Azure DevOps
  • Participate in Joint Evaluation Committees to evaluate vendor proposals
  • Reviews complex solutions, strategies and creates themes that are easily understandable, readable, and compelling.
  • Coordinates with project manager, technical and business staff to develop, research, track, and follow-up on work activities.
  • Provides weekly, monthly, and ad-hoc reporting on RFP processes and status
  • Participate in the continuing quality improvement initiatives
  • Participate in peer editing and production review
  • Identifies key responses and criteria across historical RFP documentation and maintains a library of RFP responses toward increasing automation and efficiency in future RFP responses.

Knowledge and Experience:

Required: Bachelor’s Degree in Business or Computer Science

Required: 8+ years’ experience gathering and documenting business and technical requirements for large IT solution development efforts.

Required: 3+ years’ Business Analyst experience working in an environment using Agile methods and tools.

Required: 2+ years’ experience developing procurement documents such as Statements of Work (SOWs) and Requests for Proposals (RFPs).

Highly Preferred: 5+ years’ experience evaluating vendor developed IT Solution proposals based on RFPs, SOWs and other vendor provided inputs while participating in Joint Evaluation Committees (JECs)

Highly Preferred: 5+ years’ experience working in a large governmental environment focused on IT development and acquisition projects.

Preferred: 2+ years’ BA experience working with Human Services business partners such as a Child Support area.

Preferred: Certificate such as Certified Business Analysis Professional (CBAP) or PMI Professional Business Analyst (PMI-PBA)
