Job Description

Serves as the leader of family and community services within a program, guiding the parenting curriculum, program planning, policy development and training. Contributes to program improvement through evaluation, self-assessment, and other program development efforts. Recruits, trains and supervises personnel.

1.Develop, implement and evaluate systems for the delivery of family and community services including ERSEA and Parent, Family and Community Engagement. Includes center and, where applicable, home base services.

2.Ensures staff implement ongoing recruitment activities to maintain enrollment, including children with disabilities and their families.

3.Research, evaluate and prepare recommendations on parenting curriculum to ensure compliance with Performance Standards and monitor for fidelity in implementation.

4.Monitor family services throughout program. Collect and use quality data to support the use of effective family engagement practices that have a positive impact on family and child outcomes, including school readiness.

5.Participate in the development of integrated school readiness plans.

6.Assists in development of program training plan. Facilitates and provides training, coaching and technical assistance to staff, parents and volunteers.

7.Assists in developing and monitoring family service budgets. In coordination with supervisor who has responsibility for procurement of materials, identifies and prioritizes materials and equipment needed.

8.Works cooperatively with staff to integrate parent engagement, and family services with education, disability, health and nutrition services.

9.Works in coordination with Head Start Director and center staff to implement effective system of shared governance through Policy Council and Parent Committee structure.

10.Meets federal, state, and program documentation requirements by maintaining accurate, objective, complete, timely, and well-organized child and family records. Creates and submits required reports. Composes and proofreads correspondence and reports.

11.Secures contracts and interagency agreements with community service providers to enhance local delivery of comprehensive services to children and families.

12.Provide guidance to staff as they work to support families in addressing challenges (e.g., mental illness, substance abuse, disabilities, family violence) that affect their well-being.

13.Develop and document progress on professional development plan for self and assigned staff. Facilitates and engages in professional development activities to increase qualifications in accordance with Corporation’s Core Values.

14.The person in this position must have the ability to work in a constant state of alertness and safe manner.

15.Protects the safety of children by ensuring the implementation of active supervision techniques to ensure no child is left alone or unsupervised at any time.

16.Ensures the mobilization and documentation of matching/in-kind funds.

17.Act as second level reviewer for intake/enrollment applications and eligibility determinations to ensure compliance.

18.Participates in staff and parent meetings and training sessions.

19.May translate.

20.Perform all other duties as assigned by Supervisor.

This position directly supervises others. This may include participation in the recruitment/selection process for new hires, employee training, onboarding, conducting performance coaching/evaluation, compensation administration, delegation of duties and conflict resolution. Promotes an environment of teamwork and cooperation and is accessible to employees.

Qualifications

Education and Experience Requirements:

A Bachelor’s Degree in Social Work, Human Services, Family Services, Counseling or related field is required.

Master’s Degree in Social Work or related field preferred.

Must be able to get certification for CPR and First Aid after hire and recertify as required.

Minimum of three years of related work experience.

Two years of management experience, to include supervision is preferred.

Experience providing adult training and education preferred.

Must have own transportation, a valid driver’s license, and vehicle insurance.

Degree in a related field is defined as an associate, baccalaureate or advanced degree in a field other than social work that either includes or is supplemented by twelve (12) college credits in social services, family services or human services.

Skills and Abilities:

Microsoft Office products and on-line client management systems.

Bilingual ability is required. [Supervisor may change this to preferred as vacancy is posted if program language waiver has been approved.]

Additional Information

Work is performed mostly inside the facility.

Sitting walking, stooping, squatting, lifting (up to 30 lbs), carrying, pushing and climbing.

Occasional exposure to adverse weather conditions.

Exposure to blood, other bodily fluids, cleaning chemicals and dirt.

Subject to long periods of sitting and exposure to computer screen.

Keyboarding and data entry, use of telephone.

May conduct outreach and home visits to customer residences, exposure to potentially unsafe environments, climb stairs.
