Our dynamic team of acquisition professionals support key business areas such as Enterprise Operations (IT and Infrastructure), Finance, Human Resources, Facilities, Security, Marketing and Communications, General Counsel, Ethics and Compliance Programs.This position is available 100% remote nationwide.SAIC’s Business Enablement organization is seeking a Senior Subcontracts Analyst to manage contracts/proposals within Corporate Services. This individual must be able to work in a high-paced, team environment and must be organized and detail-oriented.Typical Responsibilities Include:· Develops, negotiates and administers contracts and agreements and executes other aspects of the acquisition process of high dollar value, risk, creativity and complexity.· Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates contract provisions, selects or recommends contractors, prepares awards and administers resulting contracts.· Will be required to analyze proposals for all areas of compliance (price/terms/etc.) and will be involved in supplier negotiations leading to contract awards with suppliers of various size and capabilities within the industry. Must understand cost/price analysis concepts and tools and be able to implement and complete analysis on moderate complexity supplier proposals.· Has some autonomy for the assigned area of responsibility and acts as staff expert for company practices and policies and influences acquisition requirements for all procurement acquisition contract activities.· Works independently under limited direction and relies extensively on independent judgment. Requires little instruction on progressively more complex new assignments. May lead and direct multiple teams to obtain business solutions on complex, nonstandard contract agreements. May supervise and serve as a mentor for less experienced staff.· Regularly interacts with internal customers, management (at all levels) with regard to acquisition requirements and issue resolution. Participates in the development of solutions to a variety of problems moderate in scope and complexity.· Requires comprehensive knowledge and extensive experience, and the ability to perform non-routine job requirements within the scope of the position. Determines appropriate methods and procedures on new assignments. May serve in a lead role and provide guidance to other personnel. Analytical, communication, and presentation skills needed as well as the ability to operate independently.· Advanced knowledge of business principles such as procurement, business and contract law, finance, and accounting. Requires broad-based experience in procurement and related functions, with particular emphasis on negotiation and contract administration.· Work with suppliers to lead improvement of their processes where appropriate, by way of managing supplier Quarterly and Annual business reviews, to ensure post award compliance on the supplier’s performance of awarded agreements.· Regularly work with original software publishers to clarify and negotiate software license rights, cloud licenses (software as a service) and other technologies in conjunction with acquisition.· Contributes to the completion of organizational projects and goals.QualificationsRequired Education and Qualifications:

Bachelor’s in Business Administration or a related business discipline, and six (6) years of related experience; or Master’s and four (4) years of related experience. Additional 4 years of experience considered in lieu of degree.

Experience with Microsoft Office (Outlook, Word, Excel, and PowerPoint).

Must have understanding of the government acquisition process.

Must have an understanding of software license agreements and intellectual property licensing matters.

Working knowledge of FAR, DFAR and Public Laws relating to commercial contracting.

Excellent oral and written communications and ability to communicate clearly, effectively, and independently with senior management.

Desired Qualifications:

Professional certification (CPCM/CFCM)

Price Analysis Techniques, CPSR Audit requirements, use of Costpoint Purchasing System and open engagement of our business technology systems, or other ERP systems.

·Experience in Supply Chain/Procurement/Purchasing. Background with total program lifecycle and contractor/subcontractor performance.

General knowledge of Supply Chain Management practices, Procurement systems.

General knowledge of Software License Agreements, Terms of Use/Service, Software as a Service, Cyber Security impacts or risk of technology acquired by the Enterprise.

Experience with: IT and Technology providers, HR and Marketing/Communications type providers.
