Position Description:

Responsible for the development, enhancement, implementation, and support of any business application and the systems analysis and programming activities that enable the organization's business and administrative processes. Oversees a team of IT professionals who design/develop or acquire/adapt application software to support singular functional areas such as Claims, Enrollment, Finance, Medical Management, Premium Billing, Sales or Customer Service. This includes delivery of design, implementation and project management; daily operational management; a focus on service excellence and employee engagement; staff skills development, and fiscal responsibility.

The Supervisor will assign personnel to various projects and direct their activities. He or she reviews and evaluates work and prepares performance reports; confers with and advises subordinates

Responsibilities/Job Duties:
  • Directs a team of requirement analysts, application architects, developers, testers, support engineers, and vendor partners (inclusive of offshore resources). Provides strong technology leadership to their respective IT team
  • Directs the work of and provides leadership to staff to support the planning, design/build, test, implementation, support and operational needs of the organization. This includes, but is not limited to, project management, resource planning, assessment of integration and/or interface needs, support and maintenance.
  • Assists in resolving incidents and issues escalated through the Service Desk in a timely manner. Investigates, tests, resolves problems related to application. Ensures that team provides high level of customer service and appropriate coverage off-hours for critical problems. Identifies, escalates and resolves issues that impact infrastructure and application performance
  • Stays current with respective technology capabilities and compliance regulations (when applicable). Collaborates with vendor partners and contractors. Supports implementation of major version upgrades and special updates
  • Promotes and adheres to system standards, and best practices. Collaborates with team to promote re-use and develop consistent technical build, implementation and support processes.
  • Supports strong governance processes around scope, schedules, financials, change management, deliverable quality and release management
  • Supports testing best practices and standards. Oversees proofs of concepts for new technology, processes, and/or workflows. Implements applications according to requirements, specifications and compliance/regulatory standards. • Effectively manages conflict and works together with team members, colleagues, and other leaders
  • Effectively oversees, leads, communicates, presents, influences and utilizes reasoning skills to earn support of staff, colleagues, leadership, and customers
  • Makes recommendations on personnel-related matters, including interviewing, hiring and disciplinary action; completes performance evaluations and staff development activities
  • May perform similar duties as staff on occasion to provide coverage.

Requirements:
  • A Bachelor's Degree and a minimum of two (2) to five (5) years' experience in a senior level analyst or leadership role in a service delivery organization.
  • Demonstrated experience in a technical role on a major project or change management effort
  • Must be able to handle difficult and sensitive situations using sound, independent judgment within general policy and legal guidelines
  • Proven track record in managing diverse teams, including highly-skilled technical resources as well as developing team members of varying skill levels, and work locations (inclusive of offshore)
  • Ability to assign, guide, and monitor the work of others regardless of the reporting relationship (direct, project, indirect)
  • Excellent Strategic Thinker; possess ability to provide thoughtful leadership to develop creative solutions for complex business and technical problems
  • Excellent verbal and writing skills. Able to develop and present complex material effectively to a variety of audiences - technical and non-technical, staff, management and leadership.
