Project Manager / Business Analyst

• Define project scope and objectives; prepare project charter and all required project management documents according to department standards.
• Create and maintain project documentation such as charter, change forms, status reports, meeting minutes, presentations, and other communication items.
• Review project deliverables; ensure adherence to quality standards.
• Ensure project compliance with internal or relevant external policies and procedures.
• Coordinate and guide project team and direct problem analysis and resolution.

• Initiate, plan, execute, monitor, and close BTSTax projects that successfully meet requirements on time.
• Build collaborative and cohesive teams that work together successfully.
• Manage and report status, risk, all project communication.
• Follow department standards for documentation deliverables.

• Bachelor's degree or higher in business administration, management information systems (MIS) or an approved related field and three years or more of experience managing technology projects using both Agile and Waterfall methodologies
• Associate degree in one of the above fields or approved certification in an IT program, or Project Management Professional (PMP) certification and five years or more of experience managing technology projects.
• Approved Hennepin County IT internship or completion of five college/vocational technology courses and five years or more of IT experience.
• Seven or more years of IT experience

• Experience in leading and/or facilitating meetings
• Two years' experience in business analysis
• Demonstratable ability to work as either a project manager or a business analyst
• Experience in building collaborative teams
• Experience in continuous improvement
• Experience in multiple project frameworks such as Agile and Waterfall
