We issue approximately $1B of bonds annually and have an annual operating budget of over $62M.This position is a key member of the Agency Servant Leadership Team and will provide strategic financial guidance and management to continue to secure the financial position of the agency while delivering quality affordable housing across Minnesota. The Chief Financial Officer is responsible for development and oversight of financial plans and policies, for collaborating with business leaders to develop and implement innovate financing structures, and for managing the organization’s credit and financial risk.This position is best suited for a proactive, team-oriented leader, with keen strategic and financial management skills. The ideal candidate will have a mix of experience with running financial operations in the nonprofit or public sector, with finance/accounting operations in the housing field, and a comprehensive understanding of the capital markets.Essential Job Duties

Strategically manage and monitor the balance sheet and income statement to provide sufficient earnings to pay for Agency operations and fund mission intensive housing.

Provide ongoing assessments of sufficiency and availability of Agency resources for funding all Agency programs and report on financial status and considerations or concerns to board of directors, Commissioner and Servant Leadership Team.

Support the growth of the Agency and its programs through capital markets strategies and sustainability analysis.

Advises Agency leadership on development of annual agency operating budget and Affordable Housing Plan.

Direct financial and accounting operations including budgeting, accounting, and revenue and fiscal analysis.

Lead work with external Finance team to plan and execute frequent issuances of public municipal debt.

Participate in investment and accounting activities of the Agency.

Serve as the Agency’s liaison to its independent auditor, including ensuring timely submission of annual audited financial statements.

Oversee annual single audit related to federal program compliance.

Develop agency policies and procedures related to fiscal issues and approval processes.

Monitor changes in financial regulatory environments and implement changes needed to maintain compliance.

Partner with program counterparts to set and monitor strategic revenue goals and forecasts and ensure fiscal compliance.

Develop and maintain systems and procedures for effective internal controls across the agency.

Serve as an authorized officer of the Minnesota Housing Finance Agency including execution of documents and instruments of this entity.

Actively engage in the professional development and performance management of four or more direct reports through effective goal setting and regular constructive feedback and coaching.

Foster and cultivate a high performing Finance and Accounting team, including 20+ indirect reports.

Cultural competency as demonstrated by skills for communication and interaction across cultures and awareness of one’s own world view and that different world views exist.

Six (6) years of experience in financial management overseeing financial statements and shepherding financial resources to achieve organizational objectives over time.

Three (3) years of demonstrated leadership experience, including deploying personnel and resources in the department with respect to hiring, promoting, evaluating, training and retention of department staff

Ability to treat employees inclusively in the areas of reasonable accommodation, scheduling, expectations, individualized resource needs, training, and development, irrespective of cultural differences

Demonstrated ability to work effectively with and partner with others to achieve an organization’s mission.

Command of theories of credit risk analysis and good business management.

Familiarity with general accepted accounting principles.

Knowledge of municipal bond finance and debt issuance.

Skill in strategic planning, budgeting, and forecasting processes.

Excellent analytic, organizational, and interpersonal skills.

Ability to analyze data from advisors and public sources.

Preferred Qualifications

Masters of Business Administration

Certified Public Accountant and/or Chartered Financial Analyst

Experience managing the finance function(s) at a housing finance agency, a unit of government, or a non-profit
