This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. The Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. This is a temporary unclassified position that is expected to last 2 years with full sick, vacation, and holiday benefits.The Community Relations and Engagement Specialist will provide outreach, technical assistance and communication from the Child Support Division to various stakeholders and communities impacted by policies and procedures related to the “Advancing Equity in Child Support” federal demonstration grant.This position is being created to provide community engagement support related to the deliverables for the project including the development of a Parent Advisory Council who will provide consultation to the child support program regarding equitable service delivery and better outcomes for all program participants.The Community Relations and Engagement Specialist will consult and coordinate with internal and external stakeholders to develop and maintain an effective outreach plan, facilitate meaningful engagement, cultivate feedback and ensure CSD program accountability to cultural communities. The person in this role will advise and support the child support program in their efforts to better serve underrepresented and underserved populations as well as serve as a liaison to culturally specific providers and stakeholders. Responsibilities include:

Create and implement an ongoing development plan for future and current outreach needs, education, and communication efforts, pertaining to the work of the federal grant.This position oversees all related division outreach efforts to ensure a comprehensiveapproach.

Establish and maintain relationships with underrepresented stakeholders and culturally specific providers pertaining to the establishment of the Parent Advisory Council.

In consultation and coordination with internal and external partners, develop and execute a meaningful stakeholder engagement plan.

Coordinate with CSD staff and managers regarding the measurement, tracking and reporting on community engagement efforts related to the Advancing Equity in Child Support project activities.

Minimum QualificationsTo facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.Three (3) years of professional responsibility in community engagement and program development in a human services, social services or a public health setting. Each year of experience must include:

Experience in program development and delivery with a proven ability to strategically analyze program requirements, and other guidelines to develop and implement systemic process improvements.

Experience in community and stakeholder engagement and in building solid partnerships with stakeholders.

Demonstrated cultural competence to effectively interact, build and sustain relationships with people of diverse identities, perspectives, and cultural backgrounds.

In-depth and detailed knowledge of Minnesota’s communities, social structures, political systems, and other societal structures.

Ability to communicate to lay audiences about inclusion and equity issues.

Ability to write plainly, clearly, and in an organized fashion while conveying complicated concepts.

Skill and ability to communicate with individuals in multiple languages, using interpreters as needed.

Preferred Qualifications

Knowledge of or experience working within the Minnesota Child Support program.

Subject matter expertise in state and federal civil rights law, in any of these areas: education, housing, employment, public accommodations, public services, business and credit, or discrimination claims.

Variety of experiences working effectively with others from different backgrounds and cultures.
