Develop and oversee standardization, yet customization, by industry and program areas while overseeing consistent practices across credit and non-credit programs. Navigating synergy between academic deans, faculty, and industry partners is essential.

This includes registered and non-registered Apprenticeships, Dual-Training (PIPELINE), Capstone Projects, and other work-based learning activities.

Position will be responsible for planning, coordinating, and implementing processes and procedures for each program.

Position will recruit businesses and help establish resources to support the development of sustainable partnerships needed for each program to succeed, in coordination with the academic technical programs and Workforce Education (WE) division. Developing and implementing agreements between employer and MSC Southeast is an essential part of program sustainability.

Position will also oversee the development and implementation of systems for tracking and reporting data related to student outcomes and other important metrics as well as archiving of all legal and college documents related to apprenticeships, dual training and other related initiatives.

PRINCIPLE RESPONSIBILITIES AND RESULTSINNOVATION AND STRATEGYProvide innovative and strategic leadership, program and partnership development and administration of all apprenticeship/dual training/work-based learning program offerings at MSC Southeast.

Develop, implement and oversee related policies and procedures and practices for students, faculty, staff and employer partners. This includes working with faculty and industry to implement Work-Based Learning schedules and program structures to accommodate adjacent related instruction and time in the workforce.

Work with nursing & allied health, career & technical, and liberal arts faculty and academic deans to expand opportunities in each program, and provide training as needed to those supervising students in the apprenticeships/dual training programs.

Work with Workforce Education staff to identify and assist regional employers with their desire to become a site partner.

Be the point of contact for MSC Southeast to help employer, business, and community partners develop new and maintain current learning opportunities. Connect them to faculty and SMEs for specific training needs.

Develop corporate/employer relations strategies to expand employer involvement with the college and create new opportunities for students.

Develop relationships with Minnesota Department of Labor and Industry (DOLI) and other state or federal agencies to represent MSC Southeast as a premier related instruction partner.

Work with intermediary partners who can assist with registered apprenticeship recruitment, funding and DOLI alignment.

Assist industry partners with applications to funding streams that support on-the-job training (OJT) related instruction. To include, but not limited to, review, application, management and reporting.

Coordinate relationships between DOLI and MSC Southeast to make sure that standards and contracts are signed for registered apprenticeships.

Work with industry partners to design OJT related instruction and demonstrate opportunities for industry credentials, credit for prior learning, and pathways into academic programs.

PROGRAMMATIC CONTINOUS IMPROVEMENTDevelop and implement data collection systems, data analysis and monitor program performance and quality to identify potential improvements.

Develop a tracking process to assess the outcomes for apprenticeships, dual training and related programs.

Follow-up and track all work sites and maintain data on recruitment, placement, retention, and wages of all students.

Collect, organize, analyze and disseminate information regarding program outcomes.

Utilize MSC Southeast customer relations management tools to reduce duplication, ensure clear communication across departments, and ensure that partner needs are met.

Ensure that regular on-site visits with employers, college faculty/staff and students occur to evaluate student learning, safety compliance, facilitate program changes or amendments and provide student support.

Locate and define new process improvement opportunities.

RECRUITMENT AND RETENTIONDevelop and maintain student recruitment and retention strategies and practices that support student success in apprenticeship, dual training and related work-based learning programs.

Work with Student Success, admissions and advising staff, as well as faculty advisors, to enroll new students and place current students at partner companies.

Provide effective student orientation as needed, including apprenticeship/dual training expectations, attendance, engagement, safety compliance, academic expectations, etc.

Create and maintain systems to ensure ongoing communication between employers, faculty and students regarding student performance at work and their completion of the apprenticeship/dual training or related programs.

Create process for placement of current students including all necessary paperwork and develop training for student regarding interview/resume preparation, etc.

MARKETING AND OUTREACHOversee all marketing/outreach and branding of Apprenticeship, Dual training and related offerings.

Develop, execute, evaluate and revise a marketing plan for students and employers.

Research market segments and potential clients to determine target markets.

Work with MSC Southeast Marketing and Communications to create and maintain promotional brochures and other program marketing material.

Manage social media, email, text, and website communication materials to ensure messages are consistent, clear, and comply with MSC Southeast graphic standards.

Develop recognition strategy for community partners to sustain business partners and recruit new ones.

Represent MSC Southeast at trade shows, business expos and other community and employer events.

Represent MSC Southeast at appropriate community and employer events to further promote the college's apprenticeship and dual training programs.

Provide apprenticeship and dual training materials to Student Success staff, faculty, and Workforce Education staff to utilize their help in recruiting efforts.

Minimum Qualifications

Associates' Degree in business, marketing, communications, or a related field, and at least three years of external relations experience or a combination of education and experience equivalent.

3 years of work experience in higher education, workforce development, corporate training, or related experience.

Demonstrated project management skills sufficient to manage multiple projects simultaneously.

Computer and technology skills using Microsoft Office suite: PowerPoint, Word and Excel sufficient to collect, query and analyze data and prepare charts, reports and presentations.

Strong written and verbal communication skills

Ability to travel to multiple locations- including overnight.

Incumbent must maintain a valid driver's license, & insurance, OR have other reliable transportation.

Preferred Qualification

Bachelor Degree in education, business, marketing, communications, or a related field

Demonstrated success at sales, marketing, partnership development, fundraising or related experience.

Experience and understanding of Department of Labor and Industry registered apprenticeships and Minnesota PIPELINE Dual-Training program.

Previous community college work experience.

Understanding of U.S. Dept. of Labor Employment & Training Administration funding rules and regulations.

Knowledge of Minnesota State system policies and procedures.

Established business contacts in the Winona and/or Red Wing areas, the region, and state.

The salary range denoted above is the contractual range; however, salary upon hire is dependent upon qualifications and experience.
