The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.The Director of Performance Improvement and Project Manager within the Mental Health and Substance Abuse Treatment Services (MHSATS) division is a high-level management position that works across MHSATS in partnership with executive leaders, counties, tribes, and other stakeholders to improve planning and analytics to achieve outcomes for people served.This position provides decision-making, coordination, and oversight, as well as tactical and administrative management. The position directs strategic planning, organizational development, continuous improvement, evaluation, change management, project management, and analytics for MHSATS. In this role, you will collaborate directly with executive management to develop, promote, and maintain high quality outcomes for MHSATS-wide initiatives. Also, assisting the Executive Director in planning for and managing change processes focused on continuous improvement and organizational development, aimed to meet strategic objectives.Minimum Qualifications
5 years of experience with project management, strategic planning, continuous improvement, evaluation, and data analytics
Human resource, organization management, budget, project management and planning skills needed to develop and guide groups through major change processes aimed to meet strategic objectives and improvement organizational outcomes.
Experience with at least three of the following:
Statistics
Data Analysis
Strategic Planning
Program and Utilization-Based Evaluation
Survey Methodology and Design
AND
Experience as a supervisor.
Preferred Qualifications

Masters degree in Social Work, Sociology, Nursing, Psychology, Public Policy, Public Health, Law, Information Technology, Organizational Development, Project Management or other fields closely related to Human Services.
Experience using project management software to manage large projects and teams.
Additional education/certification in analytics, evaluation, or public policy in the public sector.
Continuous Improvement certification (Green, Black or Master Black Belt).
Knowledge and experience with the Baldrige Excellence Framework (Health Care).
3 years of senior leadership experience.
