The incumbent serves as the Director of Veterans Education and Occupational Resources in the pursuit of the agency mission and vision. The incumbent will manage high profile Programs and Services and agency program initiatives, speak on behalf of the Agency, and act as a liaison to internal and external contacts.The incumbent is expected to provide senior leadership, vision, and direction by managing programs and programming, collaborating, and influencing others so needed resources are identified, pursued, focused, encumbered, maximized, and integrated into the Agency and Programs and Services strategic objectives to achieve its mission. The incumbent will identify agency policy to be used in strategic planning and coordinate their implementation in collaboration with the Deputy Commissioner.The incumbent must provide overall managerial supervision and visualization to the Programs and Services functions of Veteran Education and Occupational Resources programs and programming. The incumbent will also serve as the agency liaison to external partners such as Minnesota State College and University System, Minnesota Private College Consortium, Minnesota Department of Military Affairs, Minnesota Department of Employment and Economic Development, Minnesota Department of Labor and Industry, Federal Veterans Affairs, Federal Department of Labor, Minnesota’s Fortune 500 companies, and private employers.This position is eligible for telework contingent upon business need.Minimum QualificationsTo facilitate proper crediting, please ensure that your resume/application clearly describes your experience in the areas listed below and indicates the beginning and ending month and year for each job held. Two years of Managerial and/or Supervisory experience directing staff and performance management
Four (4) years of professional level experience in :
The application, interpretation, and administration of Federal or State Veteran's benefits and programs and the existing delivery systems including governmental units, local agencies, and organization
The application, interpretation, and administration of Federal or State laws related to Veterans employment
Experience must also demonstrate:
Problem solving skills and the ability to manage multiple complex situations
Strategic planning, public policy and administrative principles
Human relations skills to build collaboration, teamwork and consensus with a variety of stakeholder
Presentation, group facilitation and public speaking skills
A bachelor’s degree or advanced degree in organizational management, public administration, business administration, social sciences, or closely related field may substitute for one years of required experience.To be considered eligible for appointment to this position, as technical staff defined in Minnesota Statutes 196.07, applicants must meet the following criteria defined in section 196.02:
Residence in the State of Minnesota,
Citizenship in the United States, and
Veteran of the armed forces of the United States as defined in section 197.447.
197.447 Veteran defined: The word "Veteran" as used in Minnesota Statutes, except in sections 136F.28, 196.21, and 243.251, means a citizen of the United States or a resident alien who has been separated under honorable conditions from any branch of the armed forces of the United States after having served on active duty for 181 consecutive days or by reason of disability incurred while serving on active duty, or who has met the minimum active duty requirement as defined by Code of Federal Regulations, title 38, section 3.12a, or who has active military service certified under section 401, Public Law 95-202. The active military service must be certified by the United States Secretary of Defense as active military service and a discharge under honorable conditions must be issued by the Secretary.Preferred Qualifications
Bachelor’s degree or higher
Experience working with agencies/organizations that serve the Veteran population (such as Department of Employment and Economic Development (DEED), US Department of Veterans Affairs (USDVA), Department of Labor (DOL), Minnesota Department of Veterans Affairs (MDVA), Veterans Affairs Medical Centers (VAMCs) etc
Experience working with Institutes of Higher Learning (IHL), Non-college Degree Programs (NCD), and Flight programs
Knowledge and experience in state or federal Veteran hiring programs such as DOL-Veterans’ Employment and Training Service or DEED’s dedicated veterans’ employment teams
Experience working with registered apprenticeships or Minnesota Department of Labor and Industry (DLI)
Experience working with federal or state veteran education programs
Experience developing and conducting training programs
Experience conducting formal investigations
