The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.The Early Intensive Developmental and Behavioral Intervention (EIDBI) Policy Lead will provide Autism Spectrum Disorder (ASD) policy expertise and project coordination for implementation of a high quality, culturally and linguistically responsive, child and family centered EIDBI benefit for the medically necessary treatment of children with ASD and related conditions. Responsibilities include:

Develop strategies and resolve problems as they arise in the implementation, management, policy oversight and evaluation for delivery of the EIDBI benefit

Coordination of the EIDBI benefit with existing Medicaid State Plan, managed care, county-based purchasing, waiver services, and related services provided through MDH and MDE as well as with the research and learning collaborative component of the benefit

In collaboration with the Interagency ASD Team and EIDBI, coordinate and assure the development of EIDBI policies and standards of treatment including:

provider standards and qualifications, medical necessity eligibility criteria, protocols for prior authorization oftreatment, person-centered planning and coordination of care, progress monitoring and reauthorization of EIDBI services

Ensure that policies for coverage of this benefit have high standards, are clearly written, provide well-defined parameters and clear over-sight of the EIDBI benefit

Provide support, training and technical assistance related to the benefit regarding implementation and operations in order to assure that the EIDBI benefit is accessible for individuals who meet medical necessity criteria and need this level of intensive treatment

Ensure that benefit policies and procedures for access and ongoing treatment are clearly delineated

Minimum Qualification3 years professional experience in project management, policy development/implementation or quality assurance. Experience must demonstrate the following:

Knowledge of state and local community-based services for people with Autism Spectrum Disorder (ASD) and related conditions

Program development, including integration of policy and standards of practice

Integration and application of information to develop procedures and protocols

Bachelor’s Degree in related field may substitute for 1 year of experiencePreferred Qualifications

Expertise in the field of health, education, and human services delivery systems, community-based resources as they relate to a pediatric population, and the medical and psycho-social needs of children and adolescents with ASD or other developmental disabilities

Leadership skills sufficient to establish project goals and expectations, anticipate problems, plan contingencies, work with ambiguity, evaluate results, provide focused feedback, direct work, and advise others

Variety of experiences working effectively with others from different backgrounds and/or cultures
