Electrician needed to upgrade panel

Looking for electrician to upgrade my service panel to 200amp panel.

Do you figure about 4 hours? Of work. Also do you need me to have the electric company shut off the power? for this.

I can provide the panel from Home Depot and the circuit breakers.

House is in North Minneapolis.

Can you do this for $1,000 Working with a very limited budget.
