The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.Join the Minnesota Department of Health's (MDH) Office of Internal Audit & Analytics to independently plan and perform financial, compliance and data privacy auditing for MDH, as well as investigative and management consultation services, so that management, the public, and state and federal officials may be assured of MDH’s operational integrity, efficiency, and effectiveness.Working as an Internal Auditor, you will:

Independently plan and perform highly complex and sensitive audits or investigations of the department’s internal financial, compliance, and data privacy operations, so that audit objectives are accomplished in a timely manner.

Draft, review and revise internal audit policies and procedures in accordance with Government Auditing Standards and Institute of Internal Audit Standards.

Other duties to assist the Office of Internal Audit and/or department management.

This posting will be used to fill multiple positions, as we continue to grow a best-in-class team. One of these positions will have an emphasis on third-party transactions (grants and contracts).This position is open to telework for applicants residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota, with the expectation to report to the Freeman Building in St. Paul for days with scheduled monthly/quarterly meetings and for certain trainings or special work projects. On occasion applicants may need to travel to grantee locations, but all travel would be in the state of Minnesota when applicable.Minimum QualificationsThree (3) years or more of related professional Public Health, Accounting, Financial, or program experience performing at least one (1)of the areas outlined below with the ability to be trained in the remaining areas:

Financial, operational, or compliance auditing in a government setting.

Demonstrated proficiency in ad hoc reporting, such as OBIEE, SWIFT (people soft system), Access database, SAS, or relatedsystem.

Demonstrated knowledge of Federal Regulations related to grants (Uniform Grants Guidance).

Demonstrated ability to work in a discreet and confidential manner and handle not public data appropriately.

Demonstrated project management skills sufficient to plan, carry out and complete work within prescribed standards anddeadlines.

A Bachelor’s degree in Business Administration, Accounting, Finance, Public Health, Psychology, or related field may substitutefor 12 months of experience. A Master's degree in the mentioned areas may substitute for 18 months experience.Qualifications to be further assessed during the interview process:

Experience independently preparing effective written and oral communications to document audit work and internal controls andto present, discuss and explain findings and recommendations in a respectful and professional manner.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, Outlook and Teams).

Experience working with diverse groups or teams sufficient to influence thinking and decision making among agency leadership,diverse workforce and stakeholders, to guide and coach agency staff effectively, to work well with employees from differentbackgrounds, and to treat employees with respect.

Demonstrated ability to work effectively and efficiently both independently and as part of a team.

Preferred Qualifications

Advanced certification (e.g., certified internal auditor (CIA) certified public accountant (CPA), certification in risk managementassurance (CRMA, certified fraud examiner (CFE) or certified information systems auditor (CISA).

Ability to research and apply federal and state laws, rules, regulations, statewide and organization policies, and programs intorisk assessment and risk mitigation projects.

Experience applying knowledge of governmental accounting and auditing principles, governmental auditing standards, institute ofinternal audit international professional practices framework or IT systems standards.

Experience applying knowledge of United States Government Accountability Office Standards for Internal Control in the FederalGovernment (Green Book) Sarbanes Oxley Act (SOX), Enterprise Risk Management (ERM) or Committee of SponsoringOrganization Integrated Framework (COSO) to audit work.
