Responsibilities include:
Providing strategic direction, planning, and administration of the Section.
Leading the legislative and budget management functions of the Section.
Providing strategic leadership and supervision for Section staff to attain program standards ensuring consistent application of policies and procedures so that employees perform assigned job duties, applying bargaining unit contracts and plans for equitable administration.
Coordinating with other Section Managers, Regional Managers, Program Supervisors and external agencies and organizations to effect collaboration and partnerships that further the strategic goals of the Section.
This position may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.Minimum Qualifications
Bachelor’s degree in conservation biology, ecology, environmental science, fisheries, natural resources management, wildlife biology or related degree.
Three (3) years of professional experience in natural resources or environmental management.
Three (3) years of supervisory experience leading a natural resource focused program that includes performance management, budgeting, program coordination and work planning.
Negotiation, conflict resolution and consensus building skills to resolve ambiguous or controversial situations and make difficult decisions on policy/program direction, staff, budget, etc.
Knowledge of and familiarity with the legislative process.
Strong organizational and planning skills sufficient to develop and implement budgets, strategic and operational plans, and work plans.
Excellent communication and public speaking skills to translate and explain technical information to a variety of audiences including staff, the public, and government.
Human relations skills to motivate, provide guidance and training, resolve conflict in a positive manner, generate support, and achieve cooperation with stakeholders, peers, public, and staff.
Ability to treat employees inclusively in the areas of accommodation, scheduling, expectations, individualized resource needs, training, and development.
Preferred Qualifications
Advanced degree in conservation biology, ecology, environmental science, fisheries, natural resources management, wildlife biology, or closely related field.
Experience directing and overseeing budgets, programs, projects, and work of professional level staff.
Thorough knowledge in the natural resources management field, including knowledge of ecological systems, especially the connectivity between land and water, and knowledge of survey data collection processes, monitoring and data analysis.
Experience in developing legislative budget proposals, responding to bill proposals, and working with legislators.
Demonstrated experience in creating and/or managing complex budgets.
