This position serves our partners at the Department of Employment and Economic Development (DEED). The MNIT DEED team provides technical support to help improve employment conditions in Minnesota. The team supports work that improves workforce and community development, increases business recruitment, and helps Minnesota small businesses to expand into international trade.This position exists to provide leadership in the long-range planning, development and support of major Paid Leave applications and databases for Minnesota IT Services (MNIT) partnering with the Department of Employment and Economic Development (DEED.)Responsibilities include coaching other advanced technology specialists in new programming activities and designing complex user interface components in DEED’s new information systems as well as making major modification to existing applications. The position supports all Paid Leave programming and information systems development and planning for DEED.Specific responsibilities include Ruby on Rails programming/application development, database design work and technical support for DEED’s AWS Architecture that includes tools such as PostgreSQL Database, Elastic Container Service (ECS), Elastic Container Registry (ECR), GitHub, Azure DevOps, and Terraform and includes programming languages such as Docker, Make, JavaScript, CSS, and HTML.This position is also responsible for the version control process and conducting and controlling the build process for code versions of the business applications using Azure DevOps and GitHub and will assist in the setup, configuration, and optimization of use.In addition to being familiar with Ruby on Rails this position must lead development that may utilize AWS Pinpoint, Azure Active Directory (Entra ID), and US Web Design System (USWDS) adhering to current accessibility (WCAG) guidelines and MNIT accessibility policies. This position is expected to develop major new applications using Model-View-Controller (MVC) design patterns and is responsible to guide and mentor less experienced developers and perform code reviews as assigned.This position will be responsible for conducting code reviews by examining the software source code of other developers on the team to ensure code quality and working with others to identify and train on more efficient ways of completing the coding task and/or resolving logical errors.This position is currently eligible for full-time telework:

Minimum QualificationsCandidates must clearly demonstrate all of the following qualifications in their resume:Position requires a minimum of five (5) years of IT related experience in application development.Experience must include:
Experience with Ruby on Rails development tools including Active Record, Actin View, Action Pack, RSpec, HTML, CSS, and JavaScript.
Experience with AWS environments.
Experience with Azure DevOps and GitHub.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A master’s degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor’s degree substitutes for two (2) years, OR an IT related associate’s degree substitutes for one (1) year.Preferred Qualifications
Experience with AWS services such as Elastic Container Service (ECS), Elastic Container Registry (ECR), Aurora, CloudWatch, S3, and Cognito.
Experience with Docker and other container runtimes.
Experience with Terraform.
Experience with PostgreSQL.
