The State of Minnesota is committed to equity and inclusion, and invests in employees by providing benefits, support resources, and training and development opportunities.As the Leave Coordinator at the Minnesota Pollution Control Agency (MPCA), you will administer and manage all necessary coordinated services of FMLA and other leaves of absences to management and employees of the Minnesota Pollution Control Agency. The incumbent must integrate contract/plan language, federal and state law, and administrative policies/procedure in their daily work.The incumbent will provide effective oral and written communication skills and human relations skills sufficient to effectively relay sensitive/personal information in person, via telephone/remotely and via email/correspondence. This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where MPCA and state labor negotiations proposals are discussed and evaluated; provides data and information to labor negotiations as it relates to job allocation and selection issues. In addition, assists in preparing written proposals for presentation at collective bargaining with other members of the HR office. The incumbent will provide data and information to labor negotiations as it relates to workgroup, job allocation, and selection issues. They will also provide expert information around employee leaves of absences (reporting, number of employees affected, leave balances and accruals) and information for use in the development of a strike plan.Minimum QualificationsTwo years of para-professional, advanced clerical or technical experience that demonstrates the following:Experience in or ability to administer the Family Medical Leave Act.Familiarity with the Americans with Disabilities Act, Workers Compensation, and/or Benefits/ClaimsAbility to explain complex technical procedures in an understandable manner.Experience following confidentiality guidelines and handling sensitive information.Proficient computer software skills (e.g., word processing, spreadsheet, and databases software) and keyboarding skills to create letters and memos, accurately review and enter data, create procedural documentation, etc.The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.Preferred QualificationsPeopleSoft or similar software sufficient to maintain accurate records and process reporting requestsAbility to maintain confidentiality and manage sensitive information.Ability to apply and interpret bargaining contracts, statutes, policies and procedures and/or rules or regulations.Ability to learn Human Resources policies and procedures of state government (Americans with Disability Act, Family and Medical Leave Act, Worker's Compensation, Affirmative Action).Human Resource experience within a State of Minnesota agency or other public employer environment.Working knowledge of medical terminology sufficient to understand and analyze medical documentation.Physical RequirementsRequires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.Additional RequirementsPosition duties may require travel but driving is not a minimum qualification or essential function of this position.
