Join the talented, engaged and inclusive workforce dedicated to creating a better Minnesota.Job SummaryThis position exists to manage the Air Assessment Section and to direct the development and delivery of the programs needed to protect public health and the environment from air pollution. MPCA’s Air Assessment Section strives to ensure everyone in Minnesota has clean air to breathe, regardless of where they live, work, or play. The section investigates the condition of Minnesota’s air, identifies needed improvements, provides recommendations and guidance, and takes action to improve air quality.The section’s important processes include collecting high-quality ambient air quality data and air emissions data; efficient and effective management of environmental data; development of air quality policies, rules and information; provide assistance to the Air Permits Section and Environmental Review Unit; analyzing environmental and health data to describe air quality trends and drivers; development of understandable communication tools; and supporting the MPCA’s Strategic Plan.Minimum QualificationsProgram section manager’s integrate management of major program functions across the division and vertically within the section; must collaborate with other managers within the Division management team, and also collaborate with other managers in the agency on agency-wide programmatic issues. Section managers must have the ability to work within general policy guidelines with little or no direct supervision; and must provide leadership and exercise sound judgement so that staff assigned to the section can effectively operate.Candidates must demonstrate the following qualifications:A) Two years of experience supervising environmental activities in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental clean-up. Experience should include supervising staff; exercising fiscal control and/or preparing budgets; developing and implementing policies, procedures, criteria, and/or guidelines. Experience should be at the level of State classes: Pollution Control Specialist Principal, Engineer Principal (supervisory) or equivalent;ORB) Four years of advanced professional experience in an environmental program in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental clean-up. Experience should be at the level of Environmental Specialist 3/4, Hydrologist 2/3, Planner Principal State (Environmental), Engineer Senior, Engineering Specialist Senior, or equivalent. Experience must include demonstrated skill in the following areas: 1) plan/implement strategies; 2) interpret policy and regulations; 3) motivate and lead employees effectively; 4) work as a team member in a leadership role in internal/external teams or work groups;ORC) A combination of the above experience (A and B) determined to be equivalent.The Minnesota Pollution Control Agency will not sponsor applicants for work visas. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification upon hire.Preferred QualificationsWorking knowledge of the Agency’s Air Assessment program.Knowledge of relevant federal and state laws and program requirements, and structure, policies and procedures of local, state, and federal government.Knowledge and ability to manage funds within the state’s financial systems, including the budget process and operations.Demonstrated ability to manage priorities through balance of long-and-short term goals and objectives and appropriate follow through on priorities.Ability to:Guide others through problem-solving and conflict resolution.Evaluate, define, negotiate, and manage outcomes.Collaborate effectively to establish and maintain effective working relationships between many levels within and outside the agency, and in that context, plan/implement/and coordinate regulatory projects across organizational units.Resolve controversial, sensitive, complex issues.Skilled in communicating effectively in a manner appropriate for the intended audience.Accomplished technical/administrative writing skills necessary to organize and effectively present ideas in a manner appropriate for the intended audience.Physical RequirementsRequires occasionally lifting and/or carrying such articles as file folders, ledgers and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.Additional RequirementsPosition duties may require travel but driving is not a minimum qualification or essential function of this position.
