- PgMP, PMP); certifications in related disciplines (e.g., CBAP, Prosci, APICS, Lean, Six Sigma Green/Black Belt, etc.).
- Business acumen particularly in human services programs
- Has ultimate accountability to deliver the projects within the program on time and budget.
- Understands the program drivers and expected business outcomes.
- Identifies, evaluates, and prioritizes projects and other components within the program.

- Ensures program components are staffed to realize optimal value.
- Supervises project managers and leadership personnel assigned to the program to ensure the program goals are met.
- Identifies, defines and develops measures for benefits; forecasts and reports benefit realization.
- Makes trade-offs to ensure optimal benefit realization.
- Logs and follows through to disposition program-related risks, action items, issues, and decisions.
- Develops, leads, and facilitates program governance structures.
- Fosters trust-based relationships with key stakeholders.
- Reports program status to identified audiences.
- Oversees the building of the project teams that will implement the projects within the program
- B.S. or B.A. degree (4 year) in Business Management, Computer Science or a related field.
- Advanced degree (M.S./M.A. degree +) in Business Management, Computer Science or a related field
- Proven track record of successfully leading the implementation of Technology Modernization Programs with 5+ years experience in this role (certifications may count towards experience).
- Experience with waterfall, incremental, agile and hybrid project execution approaches
- Experience in program budgeting and expense tracking
- Intermediate-level skills MS Office Suite, MS Project, and collaboration software.
- Experience managing programs in state, county, or city governments, health services industry, or non-profit sector.
- Advanced certification in program/project management (PgMP, PMP); certifications in related disciplines (e.g., CBAP, Prosci, APICS, Lean, Six Sigma Green/Black Belt, etc.).
