Description of the job functions the contractor will be expected to perform. MDHS is currently seeking a Senior level Program Manager for overall project monitoring of EBT contractor deliverable review, EBT contractor proposal and contract enforcement, and overall agency coordination of Electronic Benefits Transfer (EBT), Electronic Payment Card (EPC), and Electronic Child Care (ECC) policies and procedures. Analytical support for the EBT Financial Interface Tracking System (FITS), including Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) settlement and liability reconciliation and any other programs added under the EBT Program. Managing multiple project teams that may be comprised of both state and contractor staff, including Project Managers, Project Leads, Business Analysts, Quality Control Specialists, External vendors, and various other program-related stakeholders. Developing Disaster Supplemental Nutrition Assistance Program(D-SNAP) waivers for submission and approval by the USDA FNS as needed, in response to disaster events when Individual Assistance has been approved. Analytical support for the State eligibility and benefits system, including benefit interfaces to the EBT vendor system, automated EBT adjustment, benefit redemption, and expungement processes, fraud detection profile development, United States Department of Agriculture (USDA) Food Nutrition Service(FNS) federal reporting, EBT vendor system reporting, and status reporting. Required Skills/Experience Provide the minimum required skills and/or experience the contractor must possess to qualify for this position. These requirements will be transferred to the Score Sheet and candidates without these requirements reflected on their resume will NOT be presented to the manager for consideration. Experience as a senior business analyst and/or project manager working on large-scale state and Federal Government projects - Minimum of 12 years Experience working with benefit and/or payment delivery systems, such as electronic benefit transfer(EBT), electronic payment card(EPC), and electronic child care (ECC) systems - Minimum of 10 years Experience working with financial accounting systems that manage, determine, and/or reconcile settlement and liability amounts for State and Federal Government programs ( i.e. SNAP, TANF, Child Support Enforcement, Adoption Subsidy, and Foster Care - Minimum of 10 years At least 10 years of progressive experience in gathering, documenting, and communicating business requirements Experience with projects requiring knowledge of project management principles, agile, scrum, methodologies, and best practices. Experience estimating and planning project timelines and milestones, and administering task schedules. Experience in designing, documenting, and improving business processes. Experience with developing grant proposals for designing, developing, and implementing large-scale welfare-related systems. Experience in and knowledge of Call Center/Service Center systems, methods, processes, and technologies. Candidate must have strong communication skills: written, oral, and presentation Preferred/Not Required Provide any skills/experience that would be helpful for the candidate to possess but not required. Examples: Previous supervisory experience, WebLogic experience helpful, etc. Experience in a financial systems including debit card systems, credit card risks management, deposit systems cash- flow analysis, and stored-value sales services
