The Stress Testing National Program is searching a Production Function Net Revenue Workstream Lead. This workstream lead will manage the production elements related to pre-provision net revenue (PPNR) including the operational risk and PPNR models. The Federal Reserve's Stress Testing Program assesses whether U.S. bank holding companies (BHCs), covered savings and loan holding companies (SLHCs), and intermediate holding companies of foreign banking organizations (IHCs) with $100 billion or more in assets (together, referred to as "large banks") are sufficiently capitalized to absorb losses and continue lending to households and businesses under stressful conditions. The stress tests evaluate the resilience of large banks by estimating their losses, revenues, expenses and resulting capital levels-which provide a cushion against losses-under hypothetical recession scenarios into the future.

The Production Function Net Revenue Workstream Lead is responsible for:
  • Coordinating Net Revenue workstream implementation projects in alignment with Production implementation priorities and ensuring operating standards are enforced
  • Developing and sharing subject matter expertise in their respective areas
  • Architecting and providing individual contributions to Net Revenue workstream model implementation, database building, and analytics initiatives as technical leads
  • Coordinating with other Production Workstream Leads to consistently propose improved practices for efficiency and standardization within the Production Function
  • Assuring comprehensive, consistent, and sustainable production and controls documentation within their workstream
  • Ensuring completion of assigned production work including model executions, controls artifacts, and standard analytics
  • Building and maintaining relationships with counterparts in model development including providing consultation for analysis, research, or implementation projects
  • Providing ongoing mentorship to staff within their workstream
  • Providing input to Production Function Leads on resource needs for projects in their area
Breadth of Oversight and Management:
  • Annual production of all official stress test output and standard analytics in Market Risk related areas
  • Establish Net Revenue workstream strategy in line with overall Production function strategy
  • Oversee a team of quantitative analysts working in a matrix structure
  • Interface regularly with Operations staff and workload tracking software to ensure two-way information flow
  • Interface regularly with Net Revenue function leads, PPNR and Operational Risk Supervisory Modeling Team (SMT) Leads and staff
  • Interface occasionally with DPO or STOC membership, officers at the Board, and various Reserve Banks division directors.

Expected Skill Set:
  • Bachelor`s degree from an accredited college or university or equivalent combination of education and experience.
  • 3+ years of relevant work experience in some combination of the following essential skills are needed to perform this job:
  • Quantitative modeling, implementation, validation, or audit experience
  • Subject matter expertise in finance, economics, risk management, math, or statistics
  • Advanced programming and data management skills in R, Python, and SQL
  • Prioritization - Ability to balance multiple priorities and meet tight deadlines within a fast-paced and high-stress environment.
  • Collaboration - Demonstrated ability to collaborate with and influence individuals with differing priorities and interests.
  • Coaching - able to work well with others to strengthen their skills and abilities and to achieve goals and objectives
  • Diversity, Equity, and Inclusion - able to synthesize divergent views into full team perspectives; strong advocate for equity of opportunity and diversity of thought
  • Communications - Strong oral and written communication skills
The following are preferred skills:
  • Stress testing experience strongly preferred
  • Experience with PPNR workstreams such as operational risk, non-interest income, non-interest expense, or net interest income
  • Familiarity with software design best practices familiarity including using version control software (Git) expertise
  • Advanced R programming knowledge including Rmarkdown/Quarto, application development/deployment in Shiny, package development, and automated testing

Travel/Commitment:
  • May require extended work hours.
  • Occasional travel after restrictions are lifted.
  • Opportunity is presently available, with individual to commence in role as soon as possible.
  • This position is not a formal secondment; however, it requires full-time commitment to the Program.
  • Reserve Banks are expected to fund this position locally. All Reserve Bank candidates should confirm feasibility with local management prior to submitting.
