R22223 Director, Workforce ComplianceAs the Director, Workforce Compliance you will be a part of People Solutions, a very collaborative and supportive HR team, and work very closely with Employee Relations in creating, implementing, and ensuring adherence to workplace policies. This role allows for autonomous work and helps set the overall HR compliance strategy and ensure compliance with relevant legal requirements, including the responsibility to promote fair employment practices and equal employment opportunities for Change Healthcare applicants and team members. This is a leadership role, with two very supportive employees on the team at the specialist and analyst level. Overview of PositionWorkforce Compliance Director is responsible for setting HR’s global compliance agenda for laws affecting the workforce, program and project design and management.Serves as an SME partnering with the HR and Legal teams, including Legal and Business Unit Compliance, Total Rewards, Talent Acquisition, Talent Management, Diversity & Inclusion, and People Solutions Business Partners (PSBPs) to facilitate the successful execution of all HR Compliance agenda items.This includes: regulatory compliance and HR policy administration, federal contractor reporting and analytics, internal business support, audit, training and consulting, and external federal and customer compliance audits and customer certifications.What will be my duties and responsibilities in this job?Partners with the VP, Employee Relations and Workforce Compliance, to design, develop and implement HR compliance programs (including Federal Contractor initiatives), policies and audits.

Serves as SME, consulting with and providing guidance to HR (including U.S.-based and international People Solutions Business Partners and other stakeholders), to establish and sustain compliance for laws affecting the workforce

Partners with HR, Risk Management and Facilities to implement and promote workplace health and safety programs, including COVID-19 prevention best practices

Partners with Legal to develop and implement Workforce Compliance policies and practices, including equal employment opportunity and affirmative action obligations and all federal reporting (EEO-1, VETS 4212), to include partnering with outside consultants to prepare and create the Affirmative Action Programs (AAP) and statistical reports for the female, minorities, Veterans and Persons with Disabilities categories.

Responsible for ongoing State & Customer Reporting (DOL, OES, State Certification Program).

Responsible for creation, implementation, maintenance, and annual review of all HR-related and Workplace Expectations Policies for U.S.-based team members, including oversight of Waivers and Exceptions to Policies (local and internationally when appropriate)

Provides education and training on Workforce Compliance-related issues, including Federal Contractor obligations and AAP implementation.

Manages Employee & Contractor onboarding mandatory requirements, such as Background Screening requirements and mandatory training, to include establishing and maintaining SOPs and related policy documents, regular communication with stakeholders, and managing the exception process to established guidelines.

Supports Business Unit Compliance Leads by partnering with BU Sales team, BU Compliance, and BU Attorney to provide vendor attestations and respond to “unique” customer contractual requirements, such as those related to employee/contractor background screening requirements, state specific code regulations and certifications, and other onsite access requirements.

Provides HR support in responding to audits, including BU Customer, Internal Audits (HITRUST, FISMA, PCI, Deloitte), External Audits (OFCCP & DOL) and HR Function Audits.

Defines enterprise-wide EEO/AAP requirements and the development of corporate-wide strategies, policies and practices to manage regulatory risk and ensure compliance, including implantation of mandatory trainings and postings. Enables effective EEO/AA outcomes by providing actionable insights to decision makers.

Oversees program ensuring mandatory new hire and state required HR training, including sexual harassment training for employees and managers in states where mandated.

Ensures compliance with Department of Labor and other Federal regulations requiring federal posters and employee notices.

Prepares employment trend reports and reviews the effectiveness of the company's EEO (Equal Employment Opportunity) data system; recommends improvements in the company's recruitment and employment programs to increase effectiveness and attain goals.

Serves as manager of two direct reports (Senior Workforce Compliance Analyst and Workforce Compliance Analyst) to implement many of the AAP and other projects noted above.

Must be able to travel up to 25%.

What are the requirements needed for this position?6+ years of experience in legal and/or workforce compliance-related projects and initiatives preferred.

Successful track record of working with executives and diverse employee groups within the organization.

Experience partnering with HR, Risk Management and Facilities to implement and promote workplace health and safety programs, including COVID-19 prevention best practices

Must have a solid understanding of the various laws that impact HR, including (but not limited to) the following: most critically, Title VII; ADA; VEVVRA; and Executive Order 11246, Section 503; as well as a general knowledge of additional laws including FLSA; WARN Act; FMLA; OSHA; USERRA; NLRA; FCRA; state laws on Restrictive Covenants; Equal Pay Act; Polygraph Protection Act; and comparable state laws (including restrictive covenants).

Must have strong interpersonal and presentation skills, and a demonstrated ability to work as part of cross-functional teams, inspire confidence in others, grasp and explain technical subject matter, and think creatively to resolve multi-faceted situations.
