Looking for someone familiar with HUD or section 8 for a long term gig

I am looking for someone familiar with HUD and section 8 to help my sister. This is a gig I willbe paying you to do. My sister, Gail Vitelli is on SSI and is legally blind. I am her brother, Mark Osborn and have power of attorney for her because of that reason. I can FAX the POA to you if necessary. Gail has not been able to figure out how to receive 811 voucher even though her TOTAL income is the $960 a month she receives from SSI. Could youplease Email me or call me and help her?Gail is homeless, has had nine major surgeries and 4 metal bars implanted due to an auto accident. Gail has no criminal record, does not use illegal drugs, and never been evicted (I had to pay her rent a few times over the years.).
