This position will contribute to the refinement and development of Rowan University’s export controls and research conflict of interest programs and conduct day-to-day activities related to export controls, foreign influence, and conflict of interest administration. This position will fill an important role in the Office of Research Compliance to achieve the goals of the Division of University Research. Oversee and organize the Export Controls and Research Conflict of Interest program at Rowan University;

Review and interpret applicable federal regulations; Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and Office of Foreign Assets Control (OFAC);

Review and interpret US federal regulations related to Promoting Objectivity in Research (42 CFR Part 50 Subpart F) and federal agencies conflict of interest policies and award requirements;

Develop policy, procedures, and assign work to meet goals and objectives; including any committee agendas, minutes, and membership correspondence;

Collaborate with colleagues in Legal, Information Research Technology, individual colleges, and other related units.

Participate in ad-hoc meetings and represent Rowan at external and/or internal events;

Maintain cooperative working relationship with DUR and ORC staff and with University administrators;

Assign and supervise work performed by ORC clerical staff and part-time staff for the export controls and research conflict of interest program;

Conduct review of disclosed significant financial interests, conflicts of interests, and other support to determine if any disclosure requires management action plan(s) or review by research conflict of interest committee;

Develop, draft, and issue management action plans related to research conflicts of interest, including continuous monitoring of management action plans and reporting to US federal research regulatory oversight agencies;

Develop, prepare, monitor, and audit complex technology control plans (TCP) to protect controlled technologies from unauthorized access and/or use;

Maintain software and databases; including liaison with 3rd party providers and system/software improvements and enhancements;

Advises faculty, staff and students on research compliance and regulatory concerns related to export control, foreign influence, and research conflicts of interest;

Develops and delivers educational programs, training, or workshops to committee members, faculty, staff, students, and other administrative units;

Performs other duties as assigned

Baccalaureate degree (Required)

Master’s Degree / JD / MLL (Required)

Experience (Required and Preferred)

3 years Export Controls research administration related experience (Preferred)

3 years of experience in higher education administration (Preferred)
