Job Description:
Position Summary: Coordinate, plan, conduct, and manage the statistical operations for complex testing programs and projects. As the coordinator, act as a key contributor toward critical decisions regarding processes and procedures, documentation, resource delegation, and work schedules as well as be responsible for all work products produced by the data analysts. Provide input on changes to scope or timelines to support accurate cost and resource estimates. Responsibilities: Technical and Programming Expertise- Perform statistical analysis and data processing tasks that require an understanding of statistics and measurement (e.g., multiple regression, reliability, validity) by utilizing a variety of software such as ETS proprietary software, Excel, SAS, R, or Python.
- Demonstrate strong programming skills through the design, coding, and testing of programs and databases.
- Identify and help resolve data-related problems and evaluate reasonableness based on specialized program and technical knowledge. Demonstrate resourcefulness and persistence in problem resolution.
- Develop and coordinate the implementation and support of new systems for processing statistical data to improve the functional capabilities within our area. Serve as a consultant on the design of these new systems and resolve data-related problems.
- In collaboration with psychometricians, gather the appropriate requirements, conduct the analyses needed for research and special studies, and report the results to internal staff and external clients. Write programs for non-routine analyses and special studies under tight deadlines using various platforms and software. As needed, provides meaningful input toward the design of the analyses and output for the client.
- Exercise sound judgment and knowledge of standard operating procedures when performing quality control of complex statistical operations. Identify and help resolve data-related problems and evaluate reasonableness based on specialized program and technical knowledge.
- Provide suggestions to management on ways to proactively ensure shorter cycle times and reduced costs, greater customer satisfaction, and quality maintenance. Suggest process, product, and service improvements.
- Design and implement processes with an emphasis on automation through software programs such as SAS to ensure deliverables are consistently created accurately and efficiently.
- In compliance with ISO 9001 standards, ensure that processes and documentation utilize best practices and achieve 100% quality in all work products.
- Coordinate, plan, and perform statistical analysis for testing programs in accordance with policies and procedures and client specifications.
- Create, modify, and validate critical components of statistical procedures and reports, score reporting, and technical documentation for internal or external clients. Design, develop, and coordinate the preparation of tables and texts for inclusion in program publications.
- Represent Statistical Analysis processes and products to internal and/or external clients and to other ETS departments.
- Contribute to discussions of the potential effects of changes in testing programs; recommend long-range goals and plans for programs.
- Assist with recruitment efforts and area-wide staff training and development initiatives through one-on-one mentoring and small group training exercises.
- A Master's degree in Educational Measurement, Statistics, Mathematics, Psychology or a closely related field is required.
- Four years of experience in managing and coordinating statistical analysis and data processing operations and in performing data analysis by utilizing various types of statistical software packages or programming languages (e.g. SAS, R, or Python) is required. Intermediate level proficiency with Microsoft Word sufficient to create text and tables for memos and reports is required. Intermediate level proficiency with Microsoft Excel in performing data entry, creating and utilizing formulas, efficiently organizing data and information, and analyzing and displaying data is required.
